Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09/11 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate all of the following: Exercising systems engineering and avionics certification, with emphasis on aeronautical data integrity, Performance Based Navigation (PBN), and CNS/ATM capabilities; Applying RTCA standards (DO-200, DO-201, DO-178), supporting mission planning (JMPS), and working with both commercial and military specifications; Integrating CNS/ATM capabilities, safeguarding essential data, and ensuring compliance with certification authority processes across diverse aviation platforms; AND Applying analytical skills to evaluate documentation, assess system safety, and justify certification decisions, as well as technical ability in software development (C, C++, C#, ADA). Major Duties

You will ensure aeronautical data systems meet required accuracy, reliability, safety, and data-management standards across all supported Navy, USMC, Coast Guard, and FMS platforms.
You will lead RNP RNAV and PBN certification efforts for assigned platforms, validating compliance with the RNP RNAV FRD, PBN Specification, and applicable military/civil standards.
You will manage full lifecycle activities for RNP RNAV software systems, including planning, requirements development, design, implementation, testing, and certification documentation.
You will serve as the Data Integrity technical lead for a small team, assigning tasks, guiding analysis, and ensuring consistency with technical standards and certification criteria.
You will evaluate mission planning and navigation systems to verify data integrity, including assessment against RTCA DO-200, DO-201, DO-178, and related standards.
You will develop, review, and deliver certification artifactsβ€”such as NDPTRs, analysis packages, and test reportsβ€”to support regulatory compliance and technical justification.
You will design or assess data protection and validation mechanisms that safeguard critical aeronautical data throughout the Aeronautical Data Chain.
You will validate system certifications by analyzing modifications to previously approved systems and determining whether changes affect data integrity, safety, or compliance.
You will collaborate with platform PMAs, navigation SMEs, mission planning teams, and CNS/ATM stakeholders to ensure accurate, secure, and consistent data integration across systems.
You will represent the Navy in industry and DoD forums, support Mission Planning Certification Events, mentor junior engineers, and contribute to continuous improvement of aeronautical data processes.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Engineers: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Computer Scientists: Have a bachelor's degree in computer science; OR have a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of your 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
