Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of advanced multidisciplinary scientific and technical analysis principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services.
Requires strong technical competence, judgment, leadership, and resourcefulness to conceive and guide the successful conduct and reporting of projects in the mission area. Must have extensive background knowledge of multispectral signature modeling and simulation, the all-source scientific and technical intelligence process, and the DoD Intelligence Analysis Program (DIAP).
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of inter-disciplinary scientific and technical analytic disciplines to produce detailed predictive signature models.
- Knowledge of the principles, concepts, and methodologies of predictive signature assessment of foreign aerospace weapon systems and related support equipment and facilities.
- Skill in conducting unbiased complex research, identifying available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
- Skill in developing and executing funding/resource strategies; and ability to review large quantities of intelligence data; formulate documents and test hypotheses; and draw and document conclusions based on that information.
- Knowledge of National IC, Joint DoD structure, organizations and mission/functions, inter-relationships, and operations.
- Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional/collaborative manner with NASIC, the DoD, and IC scientists, engineers, and intelligence analysts. CONDITIONS OF EMPLOYMENT CONTINUED: 1.
This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.
This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Major Duties
Duty 1- Leads, directs and/or conducts complex predictive signature analysis and production. Incumbent uses all-source intelligence to generate and assist generation of predictive signature models of aerospace threat platforms for use in combat identification, acquisition planning, and policymaking. Duty 2 - Provides technical guidance, advisory support, and customer engagement for complex and varied operations.
Provides guidance and assistance to lower-level analysts. Duty 3 - Leads, directs and/or conducts research and coordinates collection. Performs detailed scientific and technical analysis of complex data sets to uncover intelligence gaps and then creates corresponding collection requirements.
Duty 4 - Lead, directs, and/or conducts engagement and outreach. Represents NASIC at various DoD, national, and international working groups to advocate NASIC's position on multispectral predictive signature analysis and to collaborate or support work involving modeling and simulation.
