About This Position

The primary purpose of this position is to serve as the focal point for higher headquarters level intelligence issues and officer and civilian development for organization forces worldwide,and will provide organization wide intelligence operations policy and advocacy for subordinate units. Incumbent will maintain long-term project stability and continuity for organization intelligence unit support issues.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices related to intelligence force management; broad knowledge and understanding of the nature of operating programs and interrelationships of these programs within the organization; detailed knowledge and understanding of organizational structure, goals, objectives, regulations, policies, and procedures to work with and resolve issues for geographically separated units is critical.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of intelligence force management programs, policies, and activities with a primary focus on air and special operations.

  1. Exceptional knowledge of Congressional, DoD, Joint, and USAF structures, missions, programs, policies, and organizational relationships to facilitate effective advancement of AF operational capabilities and flexibilities.
  2. Mastery of advanced management and organizational principles and practices with exceptional ability to plan, organize and direct activities, and mentor and motivate an organization.
  3. Ability to assess, plan, organize, and develop projects and adjust work operations of one or more organizational segments to meet requirements and organizational goals and priorities.
  4. Knowledge of safety and security regulations, practices, and procedures.
  5. Ability to communicate effectively, both orally and in writing in order to articulate and advocate command and organizational positions to effect desired actions and compliance with established standards. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  6. Position requires occasional temporary duty travel (CONUS and OCONUS), utilizing any or all modes of commercial and military transportation. Requires possessing and maintaining a valid State Driver's License to enable operation of government and privately owned motor vehicles.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs and if requested, to submit to urinalyses testing. Incumbent must sign a statement acknowledging the position occupied is Testing Designated Position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Major Duties

DUTY 1: Manages and provides guidance and direction for tasks related to intelligence force management policy and advocacy support to subordinate operational units. Researches, formulates, prepares and writes responses to unit intelligence operations issues. Collects, coordinates, and manages all reports and data acquired during staff assistant visits of subordinate units and performs trend analysis using this information in support of A2.

DUTY 2: Function as the organizational intelligence and force management expert. Serve as the authority and functional technical expert on all intelligence operations issues for subordinate units. The position provides long-term continuity and historical perspectives for HQ staff and units.

DUTY 3: Represents the interests of USAF, AFSOC, and the organization at senior strategic meetings and conferences. Primary A2 representative for service and higher headquarters conferences, exchanges, unit level intelligence working groups, and meetings. Advocates positions to maintain operational flexibility and that reduce unnecessary recourse impacts on organization and organizational programs.

DUTY 4: Performs personnel management responsibilities (includes officers and non-commissioned officers. Incumbent meets with subordinates on a daily basis to provide guidance, plan and assess progress, resolve issues, and approve recommendations. Participates with subordinates in developing performance plans, feedback, and clearly advises employee in advance of expectations.

Provides subordinates with guidance, direction, and feedback concerning strengths and weaknesses. DUTY 5: Properly safeguards classified and sensitive information. Handles and safeguards classified and sensitive information in an appropriate manner to preclude unauthorized disclosure or compromise.

Complies with established security policies, directives, and regulations and promptly reports any breach of policy or compromise of information to responsible security program manager or supervisor as appropriate.
