Major Duties

The United States Space Force (USSF) at Vandenberg Space Force Base, CA is searching for a Division Chief for Readiness and MPA Manager to support S4S (NH-0301-03, GS-12/13 equivalent). Description: United States Space Forces-Space (S4S) at Vandenberg Space Force Base (VSFB), CA is searching for a well-qualified candidate to fill the Senior Technical Advisor for Space Operations position for 3-star Headquarters staff. Ideal Candidate: Serve as the FLDCOM Chief Readiness and MPA Manager, providing policy and guidance, program evaluation, resource allocation, planning, programming, and budgeting and direct support for USSF programs, operations, and activities. Ensures USSF can fulfill its emergency, contingency, humanitarian, peacekeeping, and wartime missions. Manages Command Wartime Program, policy and provides Guidance to all USSF Field Command (FLDCOM) planners on UTC development, wartime assumptions and manpower assessment techniques.

Implements and revises Command Wartime Program policy and guidance. Develops and distributes policy and guidance for implementation and compliance by agencies doing business with the Command as well as by all subordinate units. Serves as the Command's Manpower and Equipment Force Packaging System (MEFPAK) Responsible Agency (MRA) for all changes to USSF Unit Type Codes (UTCs).

Manages the Command Military Personnel Appropriation (MPA) Man-day Program. Provides guidance on program planning and execution within the bounds of governing instructions. Develops Command program policies and procedures.

Manages program IAW budget execution laws, Congressionally mandated medical continuation directives, Congressionally mandated end-strength thresholds and other authoritative guidance. Key Skills and Abilities: 1. Knowledge of analytical and evaluative methods and techniques concerning the effectiveness and efficiency of Command readiness program operations,

in addition to knowledge of the pertinent laws, regulations, policies and precedents which affect the use of program and related support resources, e.g. personnel, funds and equipment.

  1. Knowledge of Joint and USAF contingency and war mobilization plan requirements to include a working knowledge of operational requirements, theater specific planning requirements and Air Force deliberate and crisis action planning processes to include UTC and force structure wartime requirements.
  2. Comprehensive knowledge and skill in the application of DoD, Joint and AF management engineering principles, concepts, methodologies, principles and practices relating to military and civilian personnel management, financial management, manpower, services readiness and management information systems.
  3. Ability to integrate mission requirements and develop or implement planning directives to successfully accomplish USSF deployment and home station missions.
  4. Ability to plan, organize and negotiate effectively with senior analysts and management to implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures.
  5. Expert knowledge and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of Wartime programs.
