Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series located here. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower pay band NH-01, grade GS-04, or equivalent in other pay system. Specialized experience is knowledge of LAN/WAN and system principles and practices sufficient to install, configure, and troubleshoot components; systems architecture, integration techniques, and testing methods; knowledge of and ability to create, implement, and manage web-enabled applications, internet services, and servers; CI equipment and procedures; information operations (IO); communications and intelligence (CI) systems; and network operating systems; and knowledge of customer service principles, methods, and procedures for documenting problem resolutions and providing guidance and training to customers Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing. operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, topology, and protocols typically found at base and lower level or organizations.
Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs. Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems. Knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and work-group managers to prevent problem recurrences.
Ability to communicate factua1 and procedura1 information clearly, both orally and in writing. IDEAL CANDIDATE: The ideal candidate is a highly knowledgeable network professional with comprehensive expertise across the entire lifecycle of LAN/WAN systems, from initial design and testing to ongoing management and maintenance. This individual possesses a strong understanding of the network architecture, topology, and protocols typically found at the base level, and is adept at applying configuration management concepts to implement robust network plans.
Beyond technical proficiency, the candidate is a skilled communicator with a deep commitment to customer support, capable of not only resolving complex issues but also providing clear guidance and training to users and managers to prevent future problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
Major Duties
Administers the squadron local area network (LAN) and wide area network (WAN) Determines customer requirements and assists customers by recognizing and analyzing trends and providing instruction and orientation services Provides customer technical assistance and support Conducts feasibility studies to identify and analyze network failures and analyzes data to determine if trends exist which forecast the need for future replacement or modification of network hardware and software
