Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE You must have one full year (52 weeks) of IT-related experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service or private sector. Specialized experience for this position is defined as performing all of the following: Demonstrating experience with strategic planning and the ability to conceive, ideate, supervise, and deliver a digital product from concept through requirements, design, and implementation to production. Providing insight and expertise in the design, documentation, development, modification, testing, installation, and implementation of new or existing applications software. Identifying emerging technology industry trends and performing impact analysis against the existing technology portfolio including opportunities for modernization and process improvements in line with advancements in the field. -AND- In addition to the specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major Duties
As a Information Technology Specialist (APPSW), GS-2210-13, your typical work assignments may include but are not limited to the following: Serves as Product Manager, owning the complete lifecycle of digital products and services, reporting to the Senior Director of Product Management. Plans and carries out complex digital activities and develops, implements, and delivers full life-cycle Government Off The Shelf, Commercial Off The Shelf, in-house built, and open-source software systems. Collaborates and partners with product design, user research, and user testing. Delights in building the best customer experiences. Provides expert guidance and advice for a broad range of subject matter areas that may include establishing project objectives, requirements, priorities, timelines, delivery dates, risk mitigation plans, metrics, business process reengineering alternatives, software testing and quality assurance, and technical documentation in support of product development and/or implementation activities. Supervises, creates, and executes internal branding and customer communications, using leading industry tools such as Microsoft Office, Figma, FigJam, and Adobe Creative Suite. Works with customers to understand their business needs, create user stories and develop acceptance criteria for all capabilities.
