This position is located in the Agenda and Publications Group within the Office of the Secretary (OS), Office of Managing Director (OMD), Federal Communications Commission (FCC) located in Washington, DC. GS-12 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-11. Specialized experience is defined as follows: Experience developing clear and concise written responses, reports, fact sheets, tables, summaries, and/or various other documents. Experience assisting in the development of new methods of organizing and disseminating information and data. (remove for GS-11) Experience responding to a variety of written and oral, in-person, and telephone inquiries that require extensive research of various rules and regulations. Experience multi-tasking in a variety of manners including but not limited to reviewing agenda items, identifying issues and making recommended edits to written agency or organization decisions. GS-13 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-12. Specialized experience is defined as follows: Experience evaluating and conducting in-depth analysis regarding new techniques and methods to improve efficiency and effectiveness of the organization. Experience presenting and explaining detailed and complicated statistical information and puts technical, hard to understand information into simple easy to understand concepts. Experience developing technical requirements for database system design and development. Experience reviewing, for the purposes of quality assurance, clear and concise written responses, reports, fact sheets, tables, summaries, and various other documents in support of the Commission's programs. Experience providing expert advice and guidance on the use of electronic and database system resources and new technologies to FCC staff and high-level management. Subject matter experts will review your application to determine if you meet the following required Knowledge, Skills and Abilities (KSA's); note these are KSA's which are required at the full performance level (GS-13). Ability to manage, perform and direct the planning, design, development, configuration, analysis, and implementation of FCC administration of the Agenda process, management of electronic documentation and internet information systems. Ability to develop technical requirements and web page design specifications. Ability to develop agency-wide electronic documents and internet information system standards, criteria, specifications, and guides for assigned systems or modules. Ability to educate staff and public on how to interpret data from the consolidated public information in EDOCS, ECFS and the Reference Information Center. Ability to effectively communicate directly with users of the internet, FCC staff, and the public to resolve associated issues. Ability to serve as a project leader and coordinate project teams. Major Duties
Manages, performs and directs the planning, design, development, configuration, analysis, and implementation of FCC administration of the Agenda process, management of electronic documentation and internet information systems. The incumbent is responsible for the training on and installation of new, first time, or non-standard FCC end-user internet information systems, and the Secretary's suite of website pages. Develops technical requirements and web page design specifications. Provides technical assistance for procurement and management support activities. Coordinates and provides technical information to staff . Make recommendations to optimize system software utilization, ensures that internet information systems are operational, and meets the needs of FCC customers. Performs post-implementation analysis on information systems and information dissemination modules to ensure they meet FCC requirements. Incumbent approves upgrades to related software components of such modules. Evaluates system performance, and software applications to determine what system and information interrelationships must be considered, and/or what end-user interface is most appropriate. Make recommendations on major electronic information/internet projects that impacts the efficient operation of electronic and information systems throughout FCC. Develops agency-wide electronic documents and internet information system standards, criteria, specifications, and guides for assigned systems or modules. Provides comprehensive evaluation of new systems, products, and processes. Identifies appropriate applications of these technologies and develops requirements, acquisition, and implementation procedures. Conducts continuing reviews and evaluations of new technologies, graphic design tools, and products. In consultation with technical specialists, and end-users determine which applications and software are applicable for the FCC internet site. Implements procedures necessary to resolve internet information systems and software applications problems. Counsels FCC staff on how to resolve language and procedural discrepancies and edits Federal Register summaries for compliance with Federal Register guidelines. Educates staff and public on how to interpret data from the consolidated public information in EDOCS, ECFS and the Reference Information Center. Develops a variety of clear and concise documents (i.e., reports, fact sheets, tables, summaries) relating to program activities. Monitors progress and effectively communicates directly with users of the internet, FCC staff, and the public to resolve associated issues. Serve as project leader, conduct studies, and coordinate project teams of groups comprised of technical specialist, and contractors. Incumbent's work affects broad areas of new and future electronic information/internet systems under the Secretary, and throughout FCC. Develops project plans and schedule.. Draft technical documentation, performs requirement/cost benefits analyses, and feasibility studies. Coordinates team efforts in accomplishing the work. Resolves complex problems that require considerable creativity, experience and skill in identifying, investigating, troubleshooting, and integrating the work of other projects underway. Presents findings and recommendations to the supervisor, Secretary, and project teams.
