The United States Space Force (USSF) at Vandenberg SFB, Lompac, CA is searching for a Human Resources Specialist to support S1 the (Directorate of Manpower, Personnel, and Services) (NH-1101-03, GS-12/13 equivalent). Description: United States Space Forces-Space (S4S) at Vandenberg Space Force Base (VSFB), CA is searching for a well-qualified candidate to fill the Senior Technical Advisor for Space Operations position for 3-star Headquarters staff and combat deltas. Ideal Candidate: Serve as a Human Resources Specialist with responsibility for planning, developing, and carry out a full range of comprehensive management advisory services for recruitment, placement, affirmative employment, and employee relations for assigned organizations and subordinate activities for FIELDCOM. Provides strategic and technical guidance and seasoned consultative management advisory services for a wide range of human resources management (HRM) areas for complex and dynamic organizations within the command. Provides staff level advice and policy interpretation to high level management officials, program managers, and other HR specialists.

Trouble-shoots complex and sensitive problems and issues requiring a mastery of advanced human resources principles, concepts, practices, laws, regulations, and a wide range of analytical methods and techniques to resolve HRM problems not susceptible to treatment by standard methods. Provides customer support solutions to inquiries on the full range of difficult staffing issues. Resolves problem cases and issues guidance to prevent recurrence of problems.

Communicate with leaders and multiple liaisons from various organizational level using a variety of interpersonal communication and problem solving techniques and skills to identify, analyze, and recommend or negotiate solutions to unique and/or systematic problems. Knowledge, Skills & Abilities: Knowledge of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.

Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
