This National Guard position is for a HUMAN RESOURCES SPECIALIST -Title 32, Position Description Number D2958000 and is part of the WI JFHQ-HRO, Wisconsin National Guard.
Qualifications
GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources programs. An applicant must have a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.
Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: To qualify for the GS-0201-09 level, you must have at least 12 months of specialized experience, education or training equivalent to at least the next lower grade level which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experienced in performing personnel program requirements that involve advising supervisors and managers. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities.
Skilled in applying program policies, directives, publications, and training manuals. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.
Major Duties
As a HUMAN RESOURCES SPECIALIST -Title 32, GS-0201-09, you will perform work of at least 25% in at least two but no more than four specialization areas for a total of 100%. Duties performed support the Army and Air National Guard full-time workforce.
This position will be a generalist in at least 2 of the Human Resources sections listed below upon hire: EMPLOYEE BENEFITS: Provides technical advice and assistance to employees on a variety of programs and benefits. INFORMATION SYSTEMS: Provides technical assistance and guidance to various levels of customers in support of our automated personnel systems, automated records and virtual platforms. STAFFING: Assists with a wide variety of personnel actions and manpower situations.
Responsible for recruitment, placement and compensation of applicants. CLASSIFICATION: Assists with position classification and position management duties of positions covered by the State. Reviews personnel actions for related manpower changes/impacts. * Performs other duties as assigned.

Conditions of Employment
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Military Grades: E-1 through E-9, WO1 through CW5, and O-1 through O-4 Conditions of Employment: This is a National Guard dual status technician position which requires military membership. May be required to successfully complete a probationary period. Must be able to obtain and maintain the appropriate security clearance of the position.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
