Major Duties

The United States Space Force (USSF) at Wright Patterson AFB OH is searching for multiple Human Resources Specialists (Recruitment and Placement) (NH-0201-03, GS-12/13 Equivalent). Description: CTMO is filling multiple vacancies on our DHA, non-comp, compliance/training, and corrections teams.

Applicants must be to be an expert in Federal HR staffing, covering end-to-end recruitment, placement, and affirmative employment regulations. They possess strong analytical skills to solve complex problems and provide expert advisory services on sensitive management issues. Federal HR Expertise: Possesses comprehensive knowledge of Federal HR laws, Executive orders, regulations, and principles, with a specific focus on recruitment, placement, and affirmative employment Technical Proficiency: Expert in applying advanced analytical methods, fact-finding, and qualitative/quantitative techniques to resolve complex HR problems and relate various HR disciplines to staffing issues Consultative Leadership: Demonstrated skill in advising management on sensitive, controversial staffing matters and interpreting policy/guidance regarding merit promotion, priority placement, and all aspects of staffing Operational Impact: Experience providing full-cycle recruitment and advisory services for large, dynamic organizations with multiple missions, including high-grade and specialized technical or scientific positions Ideal Candidate: Provides recruitment and placement services for USSF organizations which are large, complex, and have varying mission(s).

Applicants must possess comprehensive knowledge of the full range of Federal HR principles, concepts, practices, and analytical techniques related to recruitment, and placement. This includes a thorough understanding of the provisions of public laws, executive orders, and Federal regulations governing these areas. The candidate must also have knowledge of other HR processes sufficient to relate them to complex recruitment and placement issues.

They will demonstrate exceptional skill in advising management on controversial, sensitive, and difficult staffing matters. This requires a strong ability to perform in-depth research, gather facts, and use effective analytical method. Advises customers on regulatory compliance, other program requirements, and recommends possible alternate solutions to issues.

Establishes and maintains a positive working relationship with customers by developing a team approach to accomplish taskings. Provides advice by using sound judgment and technical competency and creates an atmosphere of partnership with customers. Must have recent hands on experience with processing actions in DCPDS, USAStaffing, AutoNOA, DFAS Remedy, ASARS, eOPF, and DCPDS business objects.

Key Skills and Abilities: 1. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions.

  1. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, fact finding and analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
  2. Knowledge of federal Recruitment & Placement principles, concepts, laws, regulations and techniques.
  3. Knowledge of organizational structures, functions, and missions across serviced organizations to identify, consider, and present options for the resolution of substantive organizational issues involving impact of Recruitment & Placement policies on those missions.
  4. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
  5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
