About This Position

THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Recruiting & Retention (R&R), Middletown, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel, assigned to Recruiting and Retention of the Connecticut Army National Guard.

Qualifications

GENERAL EXPERIENCE: Experience gained through military or civilian technical training schools, within the human resources business programs. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience at the GS-07 level or equivalent demonstrating knowledge of National Guard missions, organizations, and personnel programs.

Experience demonstrating knowledge of personnel programs gained in a classroom or as an on-the-job trainee. Experience demonstrating knowledge of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experience in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments.

Experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experience in operating a computer and using varied computer programs. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of, and skill in applying, fundamental military human resources management principles, practices, and techniques of recruitment and retention.

Ability to evaluate the effectiveness of the AMEDD recruiting and retention program to identify trends and suggest corrective measures to increase AMEDD strength; and the ability to pinpoint program deficiencies and recommend possible solutions to AMEDD strength manager. Knowledge of NGB military human resources recruitment principles and personnel policies to participate in the development of written guidelines such as local regulations and SOPs pertaining to AMEDD, Chaplain and SJA recruiting and retention programs. Knowledge and skill in applying basic military principles, practices and procedures and regulations in administering specialized military recruitment and retention programs for healthcare, ministry, and legal candidates.

An in-depth knowledge of all aspects of the various programs is required to answer questions with factual and up-to-date information to promote the programs. Ability to communicate effectively with applicants, supervisors, management, and state healthcare, ministry, and legal professionals. Knowledge of the credentialing/privileging processes and procedures.

Knowledge of the military missions and organizational structures of the various units within the state. Knowledge of computers and computer software applications sufficient to update and retrieve information in personnel database programs as well as to generate forms or correspondence. Skill in collecting and analyzing data effectively, efficiently, and accurately.

Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively.

Skill in presenting formal training presentations and briefings. Ability to assess body language and perceive emotional and/or distress levels. Skill in applying procedures and directives by reading and interpreting program material.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

MILITARY GRADE (Prior to Application): Enlisted: E-4 through E-5 UNIT OF ASSIGNMENT: Any unit within the state CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

Major Duties

This is an indefinite position that may convert to permanent without further competition. JOB SUMMARY: The purpose of the position is to serve as program support to the Army Medical Department (AMEDD) Strength Manager. The mission is to adhere to the three tenets of the Strength Maintenance Program: recruitment, retention, and attrition of all Health Care, Chaplain, and Staff Judge Advocate (SJA) professionals within the state.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Provides technical guidance and procedural support to the AMEDD Strength Manager, Recruiting & Retention Manager, Officer Strength Manager, Military Personnel Office (MILPO), State Surgeon/Deputy State Surgeon, State Chaplain, State SJA, commanders, unit personnel, field recruiters, and healthcare ministry and legal professionals.

Participates in developing and implementing written policies and guidelines pertaining to recruiting and retention programs for AMEDD, Chaplain, and SJA positions such as local regulations and Standard Operating Procedures (SOPs). Coordinates and participates in recruiting efforts both locally and nationally at recruiting events such as medical conferences, medical school and dental school programs. Serves as a principle point of contact for applicants and other interested parties during the recruiting and application process.

Provides monthly reports and regular updates to the AMEDD Strength Manager, Recruiting and Retention Manager, NGB and/or Credentialing Officer to advise on the status of accessions or losses of the various career fields.

Primary Change of Station (PCS) relocation expenses will NOT be paid. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
