THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT) (T32), Position Description Number D2964000/D1035P01 and is part of the AL HRO Staffing ARMY, National Guard. Qualifications
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership. MAXIMUM MILITARY RANK: O4 (TO INCLUDE ALL ENLISTED) EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the Specialized Experience listed below: Otherwise, the applicant will be considered unqualified for this position. SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. KNOWLEDGE REQUIRED: GS 09: -- Knowledge of the basic principles, concepts, and methodology used in Human Resource Management. -- Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. -- Ability to effectively communicate information clearly, orally and in writing. -- Ability to gather and analyze basic facts and draw conclusions. -- Ability to learn the operation of automated data systems. GS 11: -- Advanced knowledge of HR laws, regulations, principles, policies, and concepts related to the assigned functional area sufficient to plan and coordinate activities, provide HR management advisory services, and serve as a strategic and technical resource to management and HR Specialists on difficult or controversial issues. -- Skill in communicating effectively with all levels and types of organizations and audiences. -- Ability to communicate with managers and leadership regarding HR subject matter. -- Skill in making clear and convincing oral presentations to individuals or groups, listening effectively, and clarifying information as needed; facilitates an open exchange of ideas and fosters an atmosphere of open communications. -- Skill in writing clear, concise, explanations of policy, regulations, decision documents, etc. for various audiences including, at times, the general public. -- Skill in conducting research and determining appropriate application of laws, regulations, policy, or other directives and interpretative instructions for use in assigned HR action and in making decisions and recommendations. -- Skill in analyzing complex operational and business problems involving issues for serviced functions. -- Skill in advising managers and supervisors of HR program flexibilities and recommending alternatives. -- Working knowledge of HR computer applications and ability to integrate new, existing, and proposed applications into the operating environment. -- Ability to retrieve and provide HR reports to the serviced population.
Major Duties
GS 09: 1. Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of Human Resource programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. (30%) 2. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures to use in accomplishing conventional tasks and interprets and adapts guidelines in order to resolve procedural or factual issues. Recommends solutions or a course of action for problems not covered by instructions, policies, or accepted practices as a Human Resource Specialist. (30%) 3. Carries out special projects and participates in special initiatives and studies. Performs special assignments in support of the organization; e.g., researching policy and comparing to new or modified guidelines to assess impact; analyzing and providing substantive evaluation of data affecting program operations; developing reports and briefings outlining study findings and recommendations; preparing and coordinating reference papers and documentation to support project initiatives; presenting reports to a variety of audiences; and performing analysis and providing recommendations to resolve issues. (20%) 4. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses software such as word processing, spreadsheets, program language, plotting software, etc., to facilitate work. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required.(20%) Performs other duties as assigned. GS 11: 1. Executes the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provides HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development. Has frequent contact with supervisors, managers, and employees regarding short- and long-range training objectives. (35%) 2. Coordinates Joint (ARNG/ANG) civilian workforce training requests. Reviews, processes approval, coordinates registration, funds and processes payment of fees, coordinates travel reimbursement funding and approval for all Army NG Employee training requests. This includes providing guidance on employee training related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning areas of improvement.(35%) 3. Evaluates the merits of employee morale problems, excessive employee turnover, and instances of low productivity relative to training opportunities. Continually evaluates in-house, governmental and off-the shelf courses to determine how employees can be developed more effectively. Evaluates and analyzes feedback from employees and supervisors to revise learning objectives, visual aids, and handouts as required. Analyzes vendor proposals to ensure quality course content and cost effectiveness. (20%) 4. Manage and process training and educational data in an Automated Civilian/Military Personnel Systems, to include data input for training completion. Update professional licenses, education and other training requirements based on Position Descriptions for employees. Analyzes management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel (NGB, OPM, etc). Procures and maintains accountability of training materials. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. (10%). SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: GS 09: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related GS 11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must provide transcripts or other documentation to support your Educational claims.
