One year of specialized experience equivalent to the GS-09 level in the Federal service 1) providing guidance to managers on various aspects of employee relations problems/issues (leave, work hours, medical issues, performance issues, pay) and 2) providing input for the interpretation of negotiated contracts in resolving disputes in labor/employee relations issues. OR 2. A Ph.D.

NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. You qualify for the GS-12 grade level if you possess: One year of specialized experience equivalent to the GS-11 grade level or pay band in the federal service: 1) providing technical assistance to employees and managers on all aspects of employee relations problems/issues (leave, work hours, medical issues, performance and discipline issues, pay) and 2) serving as a management representative in the interpretation of negotiated contracts in resolving disputes in labor/employee relations issues. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Major Duties

Serving as a Human Resources Specialist (Employee Relations/Labor Relations) GS-0201-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission.

This position is within the Workforce Relations Branch (WRB), Human Capital Office (HCO), under the Mission and Readiness Support Directorate (MRSD) and located as assigned. Typical duties include: Advising managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems. Advising both the union and management on contract administration issues, interpreting contract language, providing advice and assistance on the impact of negotiated labor agreements on day-to-day operations, and assisting in accomplishing required process and procedures.

Advising managers and employees about premium pay issues to include overtime, compensatory time, compensatory time for travel, authorized overtime unscheduled, night differential, Sunday premium pay Advising managers and supervisors on performance management programs.
