About This Position

This position is located at Departmental Offices,Management CFO - DAS Human Resources and CHCO. As a Human Resources Specialist (Employee & Labor Relations/Performance Management), you will serve as a senior policy authority responsible for Treasury-wide development, interpretation, implementation, oversight, and governance of Employee Relations (ER), Labor Relations (LR), and Performance Management policy and the Department's programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes experience performing senior-level human resources policy, employee relations (ER), labor relations (LR), and performance management functions.

Specialized experience for this position is defined as experience: Drafting and developing employee relations and performance management policies and/or guidance at the bureau or Department level, ensuring alignment with federal regulations and organizational priorities for senior leadership review and implementation.; AND Advising management on employee performance and conduct issues, providing guidance based on applicable policies, regulatory requirements, and relevant case law to ensure consistent, compliant, and effective resolution of employee relations matters.; AND Analyzing employee and labor relations data (e.g., disciplinary actions, performance issues, grievances, and arbitration outcomes) to identify systemic risks.; AND Engaging in policy work groups to analyze issues, coordinate stakeholder input, and support policy development efforts. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major Duties

As a Human Resources Specialist (Employee & Labor Relations/Performance Management), you will: Develop, draft, and revise Treasury Directives, policy manuals, and enterprise guidance. Lead Treasury-wide policy workgroups and develop implementation guidance in response to legislative or regulatory changes. Establish enterprise standards, accountability metrics, and governance frameworks.

Conduct policy compliance reviews and program assessments across bureaus. Analyze enterprise data trends involving discipline, performance actions, grievances, and arbitration outcomes. Advise DASHR leadership, and senior Treasury officials on high-impact policy matters.

Develop Treasury-wide labor relations policy positions. Develop Treasury-wide performance management policy enhancements.

Conditions of Employment

Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated.
