About This Position
This position is located in the Deputy to the Chairman & Chief Operating Office, Office of Human Resources of the Federal Deposit Insurance Corporation and independently plans and administers the full range of employee benefits services applicable to FDIC Executives and employees. Additional selections may be made from this vacancy announcement to fill similar vacancies that occur subsequent to this announcement.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Specialized Experience: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service.
Specialized experience is experience providing technical expertise planning and administering Federal employee benefits services and programs in at least 3 of the following: retirement, health and life insurance, vision, and/or dental insurance; survivors' benefits; TSP or 401K savings plans, or Flexible Spending Accounts.

Major Duties
Administers benefits programs to include open seasons for FDIC Choice cafeteria plan, health and life insurance enrollments and changes, processing of retirement applications, and serving as a liaison between the carriers and employee/retirees to resolve complex and sensitive issues requiring in- depth analyses, coordination and resolution. Evaluates, tests and implements new, revised and/or improved benefits programs, policies and procedures. Keeps abreast of legislation, regulations, and other guidelines relating to the various benefit programs.
Interprets existing policies and procedures in response to inquiries from retirees and employees. Prepares appropriate correspondence consistent with applicable regulations, policies and procedures. Works with benefits vendors' representatives to provide the operations perspective on benefits.
Provides test data and performs operational testing prior to full implementation. Provides counseling regarding health, life, vision and dental insurance, Federal retirement systems, Corporations and Federal savings plans, survivor benefits, flexible spending accounts and other programs. Responds to questions and inquires of FDIC retirees concerning Corporation benefits.
Provides guidance, consultation and assistance to managers, supervisors and retirees on retirees' coverage, suspension of benefits, dual coverage, loss of coverage, etc. Conducts formal training sessions, and orientations for employees regarding benefits and retirement programs; and conducts meetings/briefings for various audiences to include senior management, supervisors and employees.
Conditions of Employment
Minimum Background Investigation (MBI) required. Completion of Confidential Financial Disclosure may be required.
Education
There is no substitution of education for the experience for this position.
