About This Position

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an HR SPEC (MILITARY)-Title 5, Position Description Number T59004P1 and is part of the WI 128 ARW, Wisconsin Air National Guard.

Qualifications

GENERAL EXPERIENCE: Demonstrates the ability Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description, for example: DEERS and RAPIDS. Candidate can write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. Preferred applicants have experience with Microsoft Teams, Word, Excel, Access and/or the entire Office 365 suite and associated apps. Candidate must be able to work autonomously. Candidate must have astonishing attention to detail, organizational skills and excellent judgement. Must have experience with proper phone etiquette and the ability to online schedule. Candidate must be able to understand military retirements and veterans' benefits.

Major Duties

Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Develops internal policies and procedures governing administration of the following programs: Officer Performance Report/Enlisted Performance Report (OPR/EPR), and officer, enlisted promotions and enlisted demotions. Plans, directs, and controls all aspects of the Customer Service Program. Plans, directs, and controls all aspects of the Relocation program for all members. Plans, directs, and controls all aspects of the human resources employment program. Develops wing readiness plans for the administration of contingencies and mobilizations. Manages and controls the Personnel Module of the Integrated Deployment System (IDS), critical to deployment/employment of tasked personnel in support of global operations. *** This is NOT an all-inclusive list of duties. ***

CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. * Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Core duty hours for this position are Tuesday-Friday 0600-1630. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position may terminate Tricare eligibility. Males born after 31 December 1959 must be registered for Selective Service.
