About This Position

THIS IS AN AIR NATIONAL GUARD TITLE 32 INDEFINATE POSITION. This is an Air National Guard Title 32 Excepted position for a HR SPEC (MILITARY), Position Description Number D2699000, and is part of the 169 FSS, South Carolina Air National Guard.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO AREAS OF CONSIDERATION (AOC) 1 & 2 ONLY. PRIORITY WILL BE GIVEN TO AOC 1. AOC DEFINITIONS: Area 1: Current permanent employees of the South Carolina Air National Guard. (Note-Temporary and Indefinite employees do not meet permanent tenure requirements and will not qualify for this AOC) Area 2: Current members of the South Carolina Air National Guard.

Area 3: Any individual eligible for membership in the South Carolina Air National Guard. MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Military Grades: E4/SrA, E5/SSgt, TSgt/E-6 Military Requirements- The DST position's unit of assignment is determined by the applicable service manpower, classification, and military qualification requirements. In conjunction with the DST Civil Service appointment, the employee is assigned to a specific manpower authorized DST unit assignment and military position, in accordance with statutes and the US Army and US Air Force skill classification directives, and the National Guard Bureau regulations.

The DST's unit of assignment position, identified as a full-time Civil Service Series (General Service or Federal Wage) position is further defined by its authorized military skill(s), as determined by the Office of the Secretary of Defense (OUSD), DoD Occupational Data Base, which is managed by the Defense Manpower Data Center (DMDC). This Manpower Center serves to collate personnel, manpower, training, financial, and other data for the Department of Defense (DoD). The DMDC's primary function is to support the information management needs of the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) and its predecessors.

For continued employment, the dual status technician employee must obtain and maintain all service specific military requirements in training and education, within the first 12 months of hire into the GS-0201 DTS position. GENERAL EXPERIENCE REQUIREMENTS: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE REQUIREMENTS: Experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.

Major Duties

This position is located in the state Human Resources Office (HRO). The purpose of this position is to serve as an assistant to the Senior Human Resources Specialist (Information Systems) in managing and maintaining the DOD Enterprise-Wide Automated Human Resources (HR) System called Modern Defense Civilian Personnel Data System (DCPDS). Positions in this series manage and direct personnel programs and execute combat support capabilities for the Army National Guard, Air National Guard, or agency directed joint missions in the core areas of Manpower, Personnel, and Services Programs.

Human resources professionals advise and guide supervisors, managers and other staff employees through employment, training, evaluations, and other applicable business program elements. Human resources work involves managing functions and activities associated with personnel, education, mentoring, manpower resources, and organizational structures. It commands personnel and administrative units and serves as front line advisors in the design and operation of programs and administrative systems.

The human resources work formulates doctrines, policies, and manages procedural systems for organizations and headquarters at all levels. It plans and develops refinements needed to ensure that these systems meet present and future National Guard personnel requirements during war and peace conditions. Human resources professionals are responsible for training programs conducted in professional development centers, schools, and units.

The human resources business directs, plans, and develops the military and civilian personnel programs; operates the Enterprises Human Resources Information Systems; and, completes administrative tasks, program services, mortuary affairs, community activities, and public affairs. Human resources positions anticipate, plan, develop, and execute information systems to support the dynamic National Guard requirements. Human resources professionals formulate manpower and personnel doctrines and policies for military organizations and headquarters.

Professional Human Resources supervisors, leaders, and specialists ensure combat support capabilities through the functions of organizational force development that builds and bridges communities with military families during mobilizations, deployments, and demobilization periods. Personnel work involves shaping and balancing the force; resourcing skill requirements; establishing personnel readiness and accountability reports; adapting and applying flexibilities; and engaging resilient plans and support systems to build and sustain combat readiness.

EDUCATION REQUIREMENTS: Army National Guard and Air National Guard Enlisted GS-09 through GS-12: Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
