Major Duties

The United States Space Force (USSF) at Kirtland Air Force Base, NM is searching for a HR Business Partner to support SYD 89 (NH-0301-03, GS-12/13 Equivalent). Description: Are you a seasoned HR strategist ready to be the driving force behind the civilian workforce of a premier acquisition organization? We are seeking a Civilian Personnel Program Manager to serve as the key advisor and operational expert for all our human capital needs.

This isn't a typical HR role; you will be empowered to work independently, tackling complex challenges and designing solutions that directly impact our mission success. Your day-to-day will be a mix of strategic consultation and hands-on execution.

You will be the primary point of contact for our leadership, guiding them through everything from long-range staffing plans and position management to performance awards and employee relations. One moment you might be analyzing manpower data to forecast future needs, and the next you could be training supervisors on the nuances of the AcqDemo performance system.

You will be the critical link between our organization and the servicing Civilian Personnel Section, ensuring our recruitment, staffing, and management actions are timely, accurate, and effective. Ideal Candidate: The ideal candidate is a proactive and independent federal human resources professional with deep expertise in civilian personnel program management.

You have a comprehensive background in staffing, classification, position management, and performance management under both the General Schedule (GS) and Acquisition Demonstration (AcqDemo) personnel systems.

Your experience should include advising commanders and senior leaders on complex HR issues, analyzing manpower documents (UMDs), and processing personnel actions in systems like DCPDS.

You must be an exceptional communicator, capable of developing and presenting reports, briefings, and training for all levels of the organization. A strong understanding of the acquisition environment and the Acquisition Professional Development Program (APDP) is essential for success in this role. Key Skills and Abilities: 1.

Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification.

  1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions.
  2. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements.
  3. Skill in conducting detailed analyses of complex civilian personnel functions and work processes.
  4. Ability to develop new or modified organizational work methods, processes, and/or procedures to improve organizational efficiency/productivity.
  5. Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing.
