About This Position

About the Position: The position will apply knowledge of electrical principles, procedures, materials, and safety standards governing electrical systems above 600 volts to install, test, repair, and maintain high voltage electric power-controlling equipment and/or distribution lines.

Minimum Qualifications (Screen Out Element): Ability to do the work of an High Voltage Electrician without more than normal supervision. The ability to perform some tasks including determining types of wire, conduit, and transformers. I can use electrical supplies and devices and integrate them into electrical systems and equipment worked on to ensure proper and safe operation. - Failure to meet this Screen Out Element will result in an ineligible rating.

Ability To Do The Work Of The position Without More Than Normal Supervision Ability To Use Electrical Drawings Knowledge of Electrical Equipment Technical Practices (theoretical, precise, artistic) Theory and Instruments (Electrical Electronic) Used in Shop and Trade Practices Trouble shooting (electrical) PHYSICAL EFFORT Moderately heavy physical effort is exerted in climbing a pole, working aloft on pole, at ground level, and in ground trenches or manholes. Moderately heavy lifting, pulling, and carrying of equipment and material weighing up to 40 pounds and occasionally lifting or pulling heavy cables and equipment weighing more than 50 pounds with the help of weight handling equipment or with assistance from other workers using block and tackle, pulleys, or other lifting devices. Position requires incumbent to crouch, stand, kneel, and stoop while installing, repairing or testing electrical equipment in confined spaces such as enclosed switch gear or in structures such as overhead bus and conduit assemblies.

Work above ground from aerial bucket trucks and poles, at ground level, and in trenches or manholes. Work requires bending, stooping, climbing and standing for long periods while installing, repairing and testing electrical equipment in manholes and on overhead distribution lines. WORKING CONDITIONS Works indoors and outdoors while being exposed to danger from explosions of equipment and cables in manholes and vault, as well as danger from high voltage electrical shock, burns from solder, broken bones, cuts and bruises.

Incumbent is exposed to heat and noise when working in substations or power-generating facilities, to extremes of weather when working outdoors, and to unpleasant odors and wet slippery surfaces when working in manholes. Subject to electrical burns while working around high voltage electrical lines, broken bones from falls from poles, and strains from awkward work positions. Incumbent is exposed to chemicals such as insulation oil from transformers and oil switches.

Must use protective devices such as earplugs, safety hats, and nonconductive gloves and footwear.

Major Duties

Install, replace, and/or repair poles, meters, and a variety of other pole fixtures and hardware.

Install underground cable and conduit, run overhead wire and conduit and attach to cross-arms and make electrical connection by splicing and/or other method.

Install industrial services by running wires form pole to entrance weather-head.

Install street lighting circuits, lamps and related hardware.

Use a variety of test instruments to run load tests on transformers, check and correct circuit malfunctions, etc.

Operate standby generator equipment, truck with winch and power takeoff, posthole digger, aerial boom, and related equipment.

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE)1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
