THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard GENERAL EXPERIENCE REQUIREMENTS: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in a career skill competency level immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE REQUIREMENTS: Use the Office of Personnel Management Individual Occupational Requirements for specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. OTHER QUALIFICATION REQUIREMENTS: Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test. Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. Qualify to operate government motor vehicles and vehicular equipment for "Maintenance Purposes Only" according to Army or Air Force Vehicle Maintenance Operations Directives. The applicant must possess or be able to obtain the proper clearance type and level within one year of appointment according to Army or Air Force Personnel Security Program Management Directives; and To Retain Appointment to a GS-0671 Dual Status Technician Position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
Major Duties
This position is located in the Military Duty (AGR) Management Branch of the Support Personnel Management Office. The purpose of this position is to serve as the full-time health systems representative on all AGR Medical Department (AMEDD) related matters, and to function as a key assistant to the Military Personnel Management Specialist(MPMS) in administering the AGR medical program of the state on a day-to-day basis. Performs work to manage health services activities, including plans and operations, managed care, human resource management, logistics management, patient administration, budgetary and fiscal management, medical manpower, medical facility management, biometrics, medical recruiting, and aeromedical evacuation. Work may include directing the hospital accreditation program and management improvement studies. Provides support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. Manages and performs public health activities and programs. Provides administrative oversight to the Preventive Health Assessment and Individual Medical Readiness Program and the related Occupational Health programs. The duties vary with the type of assignment and grade of the position.
Education
Army National Guard Enlisted GS-07 through GS-09 Positions: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum in health care administration, general science, biology, psychology, or other closely-related medical degree fields.
