About the Position: This position is with Tripler Army Medical Center (TAMC) in the Directorate of Nursing Department of Nursing in Honolulu, Hawaii. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by

  1. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by
  2. Add the two percentages.

Major Duties

Health System Specialist is responsible for providing administrative and health care management support through research, analysis, evaluation, advisory, consultation, and coordination of health care delivery services, systems, and operations.

Develop and establish internal controls, provide administrative, managerial consultation and advisory to key leadership, staff and faculty.

Monitor and coordinate the functions of all information systems, ensure compatibility, promote information sharing within the services; apply information management principles, techniques, and procedures to affect outcomes.

Analyze fiscal resource need, recommends redistribution of funds and human capital to meet mission requirements.

Final products are presented in the form of written staff studies, decision briefs, charts, graphs, and executive summaries.

Review and manage all Professional Staff Civilian Evaluation Reports and Awards.

Function as primary administrative point of contact with Army Medical Command (AMC), Civilian Personnel Advisory Centers (CPAC), internal and external organizations, staff, faculty at the Regional and Medical Treatment Facility (MTF) level.

Administer the annual departmental operating budget; develop cost account analyses, projections, and justifications.

Serve as Contracting Officer's Representative (COR) for the administrative support of civilian contracts and as consultant resolving all inquiries.

Perform as administrative and technical liaison between the Contracting Officer's Technical Representatives (COTR) and Contracting Office (CO) contracting specialist on all acquisition issues.

Provide information and advice on various and highly technical medical specialties and the processes and procedures relevant to providing substantive health care.

Perform technical review, identifies, coordinates and resolves complex problems.

Manage organization administrative workload, duties, and oversees final work product for accuracy and completeness, promoting maximum productivity.

Ensure needed supplies and equipment are available, to include completing necessary forms, and coordinating automated system requirements.

Answer employees’ questions regarding procedures, policies and directives.
