About This Position

THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a HEALTH SYSTEM SPECIALIST, Position Description Number D1171000 and is part of the ND AMEDD, National Guard.

Qualifications

In order to qualify for this position, an applicant must meet the required positive education requirement: An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields (includes any Medical Field Professional Degree).

A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent (includes any Medical Field Professional Degree).

In addition to the education requirement, an applicant must meet the specialized experience. Specialized experience: An applicant must possess 1 year of specialized experience, at the GS 11 level or civilian equivalent, which requires specialized and expanded knowledge of the Health Service Program's principles and practices related to the management of health care delivery systems. Experience includes: 1) Performing health services management; hospital administration and practice; contractual and accounting fundamentals; quality management; human resource management; and biometrics; 2) Knowledge of nursing standards of practice; 3) Experience in the medical service core functions, which are defined as health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness to include aeromedical evacuation; and 4) Managing/Supervising Health Services Program work functions and discipline requirements.

Major Duties

The purpose of the position is to plan, coordinate, direct, and implement the medical readiness administrative programs of the state and provide oversight for the other programs located in the Office of the State Surgeon. Oversees and manages the medical readiness program of the state, which includes planning, coordinating, and providing guidance to all medical resources within the state. Develops, plans, coordinates, and institutes medical policies to implement higher-level directives and federal law to provide optimum guidance and support to subordinate organizations.

Represents the State Surgeon as the principal full-time medical advisor to The Adjutant General, Component Commanders, the Chief of Staff, and other directorate level staff elements, and as a liaison with all State, NGB, and Federal organizations concerning medical matters. Serves as liaison between Occupational Health and the State Surgeon. Manages all resources budgeted to the state for medical programs.

Supervises Preventive Medicine Section personnel. Ensures that medical training and medical logistical readiness of all units are in accordance with the priority of the units concerned. Sets and adjusts short-term priorities, and prepares schedules for completion of work.

Develops performance standards and evaluates work performance.
