IDEAL CANDIDATE: The Ideal candidate will have extensive knowledge of Defense Logistics Agency (DLA) Energy's Sustainment, Restoration, and Modernization (SRM) and Military Construction Programs (MILCON) related to fueling facility maintenance, repair and upgrade defined in Unified Facilities Code (UFC) 3-460-01, UFC 3-460-03, related industry practices, and includes an in-depth knowledge of fuels facility design and construction practices. Additionally a working knowledge of the principles and techniques utilized in the American Petroleum Institute (API) 653 and Steel Tank Institute (STI) 001 above ground tank inspection programs related to the structural and hydraulic integrity of a fuel tank.

Similarly, the candidate must have a working knowledge of the API principles/techniques as relates to pipeline integrity as well as a basic understanding of environmental requirements generally applied to fueling facilities. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service serving.

Examples of specialized experience include performing multidisciplinary professional engineering work involving the application of electronics, mechanical, aerospace, and/or other engineering disciplines. Development of engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, and materials to effectively apply engineering principles, concepts, and practices to project development, design, construction execution, and advisory services as applies to Air Force fueling facilities.

  1. Knowledge of petroleum facility engineering standards, practices, and procedures as they pertain to analyzing the impacts of and developing recommended solutions for identified deficiencies in Air Force fueling facilities.
  2. Knowledge of the principles of planning and program management, of applicable regulatory code/criteria, implementing regulations, practices, and procedures; and, of other engineering resources used in support of sustainment, restoration, and modernization programs for Air Force fueling facilities.
  3. Ability to use DoD and industry criteria, practices, and standards as well as regulatory code/criteria to assess the impact of fuels facility condition assessments and prioritize the resolution of the identified problems considering mission support ramifications.

The primary purpose of this position is: to serve as a professional engineer with systems engineering responsibility in assigned area(s). Considered the technical expert for the organization in general engineering assignments concerning (insert functional area - i.e., Systems Acquisition); employee provides technical leadership in planning, analyzing, and evaluating efforts used to define total weapons systems/subsystem requirements, translate requirements into design criteria, evaluate alternative design approaches, and develop system specifications.

Work encompasses several phases of the development process in which the employee guides and evaluates the design and development activities of others. Position Duties: Performs multidisciplinary professional engineering work involving the application of electronics, mechanical, aerospace, and/or other engineering disciplines to determine the business and technical needs of customers in the acquisition. Functions as the organization's technical specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support.

Performs complex and comprehensive analyses and uses systematic, disciplined, quantifiable approaches to determine performance objectives and integration issues. Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.

Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

  1. Written Test - Evidence of having successfully passed the Fundamentals of Engineering examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  2. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  3. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
