About This Position

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FORCE INTEGRATION AND READINESS OFFICER, Position Description Number D2222000 and is part of the HI JFHQ G3, National Guard. Qualifications

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration.

Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.

Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed.

Experience which includes leading, directing and assigning work of personnel. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. CONDITIONS OF EMPLOYMENT & NOTES: 1.

Must be able to obtain and maintain the appropriate clearance designated at the State using the Position Designation Tool.

  1. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  2. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  4. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c.

Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment. l. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years.

Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures. m. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite.

If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. n. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period.

Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

Major Duties

SUMMARY OF DUTIES: The purpose of this position is to serve as a primary staff member in the G3/5/7 with responsibility for force integration and readiness issues. Plans, organizes, coordinates, implements, evaluates and provides technical guidance to units and major commands in the state. Develops and recommends plans, procedures and policies pertaining to programs such as military personnel development, equipment availability, unit assignments and utilization to improve readiness, maintenance and training.

Analyzes the management of the state ARNG Force Integration Program. Coordinates the development and update of Table of Distribution and Allowance (TDAs) and Modified Table of Organization and Equipment (MTOE). Performs other duties as assigned.
