About This Position
The purpose of this position is to oversee and coordinate the operation and administration of the instullation food and beverage division. The incumbent will be a "hands on" manager of the operations at all times. The Food and Beverage department consists of food/club operations in several locations. Included in these locations, but not limited to dinning facilities, branded food operations, club operations. catering facilities. amusement & vending machines and entertainment and Bingo programs.
Qualifications
Comprehensive knowledge or Federal. DoD and club policies. requirements. administrative practices and procedures related to the planning. budgeting. scheduling and coordinating of installation club systems. social and recreational programs and the efficient operation and utilization or facilities and equipment. Skill in negotiating major program issues and operational requirements with personnel inside and outside the Navy and local installation. community organizations and patrons.
Knowledge and skill in directing the application of club management principles. concepts and methodology to a variety of conventional and unusually difficult and complex assignments involving the full range or club social and recreational activities including operations and maintenance. financial management. assignment utilization. facility improvements. management-patron relations and merchandize and equipment management. Knowledge of proper military protocol and decorum extended to general officers. commanders. their guests and dignitaries. Knowledge of audit procedures: financial planning and management; food and beverage controls and accountability; and how inventory controls are developed. implemented and analyzed for their effectiveness.
Knowledge of quality of food and beverage preparation, presentation and storage co develop and supervise an effective. attractive preparation presentation sanitary food and beverage program targeted to the specific markets serviced by each club in the system. This knowledge requires an extensive understanding of food beverage menu development. catering. tastes. habits and preferences of each segment of the market. i.e. junior enlisted personnel/senior officers. military retirees. etc. Knowledge of marketing techniques and demographic data to determine the installation's market. develop programs which appeal to the market and to create innovative. dynamic promotions and advertisements to support these programs.
Knowledge of key military and civilian (Local National. APF and NAF) personnel regulations. procedures and policies to direct staff. Ability co communicate effectively. both orally and in writing. This is necessary to effectively present important information such as financial and operating data. to a varied audience (e.g.
Commander. subordinates and membership).
Major Duties
Under the direction of NSA Bahrain insulation N92, monitors. directs and administers policies. programs and goals for F&B Division operations. including full-service dining and other facilities. lounge bars, catering. snack bars. mobile units and branded food concessionaire operations. Responsible for coordinating the efforts of managers and for providing overall management of all phases of Food and Club operations from initial determination of menus to its final prepared, consumable state. Oversees purchase requests of equipment. supplies and food items.
Provides reconciliation. labor cost analysis and financial viability determinations. May provide food/beverage service support for special holiday events, recreation tournaments and official functions. Serves as technical advisor on the establishment of contract food service facilities. direct and indirect operating standards. inspecting and ensuring technical contract compliance.
Plans. organizes work and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plan and related records and reports /exercises authority on approved budget. Monitors programs and schedules surveys on a regular basis and initiates corrective action to ensure support of operating programs of MWR.
Develops long range plans in conjunction with internal managers and exercises internal personnel management authorities as delegated by the N92 with regard to subordinate supervisors and employees within the office. Manages new property resources and provides advice on renovations and improvements. Maintains and enforces security of funds. merd1ilndise, supplies and equipment to preclude or minimize the potential for fraud. waste and abuse.
Ensures all machinery, equipment and facilities within the branch are maintained in a quality fashion at all times and in conformity with medical inspection standards. Periodically inspects equipment and working conditions of all branch facilities for hazards to prevent accidents and fires. Promotes safety programs for subordinates and requires compliance with safety standards.
The incumbent provides administrative and technical supervision. training and establishes Individual performance standards to the Food and Beverage Operations of the lnsc.1llation N92, Fleet Readiness Division. Assures that all food handling personnel are up to date with applicable health certifications. Effectively supports the Navy's Equal Opportunity policies and ensures compliance with fire. safety and other environmcnt.11 issues.
Education
A Ph.D. or equivalent doctoral degree; OR three full years of progressively higher-level graduate education leading to such a degree.
