About This Position

About the Position: As the Assistant Chief of Training responsible for developing, executing, and managing a comprehensive training program encompassing all functional areas of Fire and Emergency Services. Individual Occupational Requirements Basic Requirement: General Experience: Work experience or military service that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position.

AND Specialized Experience: Experience that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. AND DOD FIRE AND EMERGENCY SERVICES MINIMUM QUALIFICATION AND CERTIFICATION REQUIREMENTS: To occupy this position, at the time of appointment the incumbent must possess and then continue to maintain the following DoD Firefighter Certification levels: Fire Officer III Fire Instructor III Fire Inspector II HAZMAT Incident Commander Airport Firefighter Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10). *Special Note for Military Members* MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement [** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists].

MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appoint-able within 120 days. If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date.

Your overseas time served will not reset upon accepting this assignment. If you have returned from OCONUS to CONUS and two years or more have passed, your time served in the OCONUS area will be reset upon accepting this assignment.

Major Duties

Responsible for planning a comprehensive program of on-the-job, proficiency, and certificationtraining for all Fire and Emergency Services personnel.

Plans and schedules work to meet program goals, and objectives.

Conducts recurring proficiency training in each functional area of fire protection.

Oversees, develops lesson plans for recurring proficiency training utilizing methods following established guidelines of the International Fire Service Training Association (IFSTA).

Additional Information

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.

Locality pay does not apply in the overseas area. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
