About This Position
The Financial Specialist position is in the Administrative Office of the U.S. Courts, Department of Administrative Service, Financial Management Office (FMO), Financial Operations Division, Financial Accounting Branch, Reporting and Reconciliation Section. The FMO is responsible for financial management for the federal judiciary, including accounting, reporting, and investments.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position.
Specialized experience must demonstrate experience in ALL areas defined below: Providing guidance on financial operations, reporting, and systems. Performing account reconciliation of financial management data against various systems and sources to identify discrepancies, delinquencies, and abnormalities to take corrective action as appropriate. Researching policy or procedural issues related to accounting operations or financial systems configuration updates required by statutory or policy changes.
Major Duties
The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Financial Management Office (FMO), Financial Operations Division, Financial Accounting Branch, Reporting and Reconciliation Section (RRS) is seeking an experienced Financial Specialist to join its team.
This position reports to the RRS Chief. RRS is responsible for the accuracy and validity of financial information in the Judiciary Integrated Financial Management System (JIFMS) and various Treasury systems, internal and external financial reporting, as well as meeting the business needs of financial operations and management programs of the judiciary. The successful candidate should have financial experience with a district or bankruptcy court or large probation office as well as expert knowledge and skills in providing analysis and recommendations over the broad spectrum of financial and operational management.
The duties of this position include, but are not limited to: Supporting JIFMS and subsidiary financial system development activities to improve accounting practices for the courts, including configuration, requirements planning, user acceptance testing, and implementation efforts. Liaising between the court finance community and the AO, including the assembling of focus groups and conducting meetings to ensure the practical application of policies and procedures and to provide training. Assisting court units with accounting operations, including month end reporting, check cancellation identification, and case mapping.
Verifying systems assurance and data integrity for the central accounting system. Analyzing and reconciling general ledger accounts detail transactions to ensure accuracy and integrity in JIFMS, including ensuring the accuracy of data in Treasury's Central Accounting Reporting system. Researching and responding to courts and AO staff on policy and procedural issues related to Civil and Criminal Accounting Module and civil/criminal debt, including system configuration updates as required by statutory or policy changes, joint and several debts, assets forfeiture funds collections and disbursements, Automated Collections Register configuration, unclaimed funds transfers and disbursements, invested registry funds, and separation of duties resolution.
Participating in meetings with Office of General Counsel, Policy, Court Operations Division, and the Department of Justice to discuss debt matters. Leading or assisting with projects to enhance productivity, effectiveness, and efficiencies of court and AO operations through the improvement of financial systems and financial management processes and procedures.

You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
