About This Position

This position is located within the Systems Division, Financial Management Directorate (FMD), Washington Headquarters Services (WHS). The Systems Division is responsible for performing systems support for the Office of the Secretary of Defense, Washington Headquarters Services, and WHS supported organizations. The Systems Division performs financial systems support and financial reporting to support the management of WHS supported organizations.

Qualifications

In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-07 level if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-05). Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) knowledge of accounting and budget procedures related to appropriation controls, transfer of funds, reimbursement of expenditures, refunds of administrative expenses, discounts, and handling of partial funds. 3) provide advice, guidance, and direction on a wide range of Planning, Programming Budgeting, and Execution (PPBE) system issues OR Possess one full year of graduate level education which demonstrates the knowledge, skills, and abilities necessary to do the work of this position, OR Successful completion of the requirements for a bachelor's degree that meets the requirements for Superior Academic Achievement. OR A combination of the education and experience listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Major Duties

This is a Direct Hire Public Notice. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: 1) Serve as the advisor to the Assistant Director, Systems Division on all matters concerning Financial Systems Support. 2) Provide advice, guidance, and direction on a wide range of Planning, Programming Budgeting, and Execution (PPBE) system issues 3) Performs inspection and presents detailed and comprehensive reports with any corrective action taken to supervisor 4) Analyzes and evaluates financial statements, prepares and performs analysis on financial reports. 5) Assist with system issues governing the recording of obligations, reimbursable orders, earnings, cost transfers, billings, collections, disbursements and expenditures for all fund types.
