About This Position
This position is in the Farm Credit Administration (FCA), Office of the Chief Financial Officer (OCFO), Finance Team. The OCFO supports FCA's operation by providing financial management policy advice and reporting the agency's financial results. The office oversees the agency's budget and accounting operations. This position is located in McLean, VA.
Qualifications
You may qualify at the VH-39 (GS-13) band level if you have one year of specialized experience equivalent to the VH-38 (GS-12) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position such as: Developing or justifying multi-year financial plans, budget estimates, or submissions ensuring federal compliance. Performing analyses of budget data for informing management decisions to include notifying management of trends toward over-expenditure or under-utilization of funds. Identifying potential issues regarding accounting policies, business processes, and the financial management system. Recommending corrections, improvements, and alternative approaches to addressing and resolving these issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Major Duties
As a Financial Management Analyst, this position supports the financial management operations of the Finance Team within the Office of the Chief Financial Officer (OCFO). Formulates, executes, and reports on the agency's budget and administers the development, testing and operation of financial data analysis and reporting for the OCFO. Identifies management needs for budget and financial information; analyzes complex data relationships; reports, and tools that facilitate meeting FCA mission objectives; and delivers efficient and effective executive and managerial decision support tools. Provides functional, technical, and professional support in evaluating and analyzing the budget and financial data of the agency; coordinates with agency staff on a project level basis; and accomplishes special assignments for OCFO management as required.
