About This Position

This position is located in the DEA, El Paso Intelligence Division, El Paso, Texas. This position primary purpose is to ensure that the buildings, infrastructures, and support services operate safely, efficiently, and in alignment of organizational goals.

BASIC REQUIREMENT Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Experience: Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

AND Applicants applying for the GS-11 must meet one of the following requirements: A. Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-9 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Qualifying experience must demonstrate the following: 1) managing a maintenance program for offices, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; 2) Conducting surveillance activities over construction and maintenance operations; and 3) reviewing project plans and specifications of workability.

equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by

  1. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by

Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.

Major Duties

As a Facility Manager your typical work assignments may include: Serves as the Facilities Manager and procurator for all repairs of the interior/exterior building structure, to include electrical, plumbing, roofing, painting, carpeting, furniture, furnishings, as well as the planning of upgrading projects. Develops short-term/long-term plans, programs, and budgets for minor construction, maintenance, and repair facilities. Provides support as the Facilities Manager in the implementation of policies, plans, and programs involving real property, space planning, renovations, furniture activities, building operations services, maintenance, and facilities management at a DEA-owned building/space.

Plans appropriately to perform projects and repairs in a manner that causes the least disruption to the Divisions daily operations and its work-force personnel performing the same. Provides technical assistance to scientific, engineering, clerical and administrative personnel relative to facilities management, and coordinates all documentation.
