About This Position
As an Executive Officer, you will serve as a key advisor managing day-to-day operations; providing expert advice and action on strategic initiatives, client engagement, stakeholder management, customer experience, and management projects. Location: The Office of Acquisition Solutions Development We are currently filling one vacancy, but additional vacancies may be filled as needed.

The GS-14 salary range starts at $138,595 per year and is dependent upon duty location.
To qualify, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is analyzing and measuring the effectiveness, efficiency and productivity of technical programs. This experience must include: Managing systems that measure the success of program operations; Integrating administrative management activities into overall organizational objectives and/or program activities; Advising management officials on program and/or project issues, recommendations and outcomes; Developing metrics using quantitative and qualitative data to measure success of various initiatives, AND Coordinating and analyzing findings and making recommendations on substantive programs.
Major Duties
Applies a wide range of qualitative and/or quantitative methods to assess and improve program efficiency and effectiveness and/or complex management processes, projects and systems. Performs research, interpretation, analysis and evaluation of applicable Federal, and Agency guidelines and provides technical advice and guidance to stakeholders concerning methods and processes to improve management techniques, business processes, and organizational program effectiveness and efficiency. Develops and oversees processes that cut across administrative management, analysis, and guidance on strategy and policy issues, analysis and monitoring of operational plans, risk mitigation, and internal coordination.
Leads and performs all administrative management activities, integrating them into overall organizational objectives and the larger program activities of the Agency. Serves as a convergence point between strategic planning, customer experience, and stakeholder and risk management; ensuring integration of the cross-portfolio functions, drawing reasonable conclusions between the intersection of departmental activities, anticipating and monitoring potential exposure, and proactively developing or facilitating plans to mitigate. Manages a constant flow of information and inquiries from multiple stakeholders including customers, industry and internal.
Immediately determines how to triage and route, developing and executing processes to prioritize information to the impacted people in the most effective way.
Conditions of Employment

How You Will Be Evaluated
A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Mastery knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Ability to function in a dynamic and matrixed management environment, assimilate new information, relate it to ongoing actions, and incorporate it into the management decision-making process.
Knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program. Comprehensive skill applying analytical and evaluative principles, techniques and methods to gather and analyze agency level administrative activities, processes, procedures and operations. Ability to develop and prepare a wide range of written material and analytical reports of findings and recommendations, and briefing papers.
Skill in oral and interpersonal communications is required to conduct briefings, give speeches, and negotiate requirements and implement recommendations. Demonstration of these KSAs must be supported by your resume.
