About This Position
You will serve as an Executive Director in the Executive Directorte, Code N02, Commander Naval Surface Force Atlantic (CNSL), COMNAVSURFLANT Norfolk, VA.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of qualitative and quantitative methodologies and techniques for the assessment and improvement of business, operational and planning program effectiveness, or the improvement of complex management processes and systems. Experience displaying knowledge of Surface Force to include the Surface Warfare Enterprise (SWE) charter, membership, mission,and goals to facilitate proper interaction with the SWE.
Experience applying a range of administrative laws, policies, regulations, and precedents applicable to the administration of Surface Force Warfighting Requirements and Capabilities. Experience utilizing advance concepts, principles, and practices of program analysis to analyze and evaluate previous, current, and projected business and operational programs/budget requirements for potential effectiveness in meeting their objectives. Experience managing organizational principles and practices and a comprehensive knowledge of all aspects of the Federal Budget Process and the Department of Defense Planning, Programming, Budgeting and Execution System (PPBES) regulations, guidelines and processes.
Experience managing processes of planning, directing, controlling and monitoring to evaluate and correct deficiencies in the planning for Surface Force program budget, program requirements, and related support programs. Experience analyzing legislative and higher headquarters guidance to determine impact on Commander, Naval Surface Force Pacific (CNSP) and Commander Naval Surface Force Atlantic (CNSL) budget and maintenance program requirements. Major Duties
You will serve as the Executive Director to the Commander, as a principal advisor, subject matter and technical expert to assign and integrate products across the staff, Surface Forces (SURFOR), or across multiple organizations.
You will oversee and assure unity of the command's high visibility dynamic and diverse business and planning programs, and functions and processes to blend them into a single command strategy.
You will provide administrative oversight and collaborate with the command (Assistant Chief of Staff) ACOS in the planning/execution of financial processes, human resources management, corporate information management, and business planning.
You will work closely with other Commander Naval Surface Force Atlantic (CNSL) leaders assessing mission and work requirements, developing plans, goals, and objectives, coordinating and participating in the execution of the Directorates processes.
You will lead and mentor a diverse workforce of military, civilian, and contractor personnel, fostering a culture of high performance and continuous improvement.
You will provide executive oversight for the planning, design, construction, and maintenance of all command facilities and infrastructure.
You will develop and manage the long-term capital improvement plan for all real property, including renovations, modernizations, and new construction projects.
You will ensure all facilities operations comply with environmental, safety, and health (ESH) regulations and policies.
You will provide executive oversight of CNSL facilities planning, acquisition, sustainment, and modernization efforts.
You will ensure facilities requirements align with USFFC, CPF, and DON program policies and objectives.
You will develop resource (staffing and funding) guidance for subordinate activities and conduct continuous appraisal of resource utilization in support of Surface Force warfighting requirements and assessment program goals.
You will apply mastery of advanced management and organizational principles and comprehensive knowledge of the Federal Budget Process and the Department of Defense Planning, Programming, Budgeting, and Execution System (PPBES).
