Qualifications
This is an interdisciplinary position and may be filled by a General Engineer (0801-series), Computer Engineer (0854-series), or an Electronics Engineer (0855-series) depending on the qualifications of the candidate. Your resume must also demonstrate at least one year of experience at or equivalent to the ND-03 (GS-09 through GS-11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist applying systems engineering principles to design or develop software. Examples of qualifying experience may include (1) knowledge of and experience with Software Defined Radios (SDR), including programming, designing, configuring, controlling, and data processing; (2) knowledge of and experience with Radio Frequency (RF) digital signal processing techniques, including A/D conversion, FFTs, and filtering techniques; (3) knowledge of and experience with Machine Learning frameworks, techniques, and algorithms; (4) knowledge of and experience with the application of Machine Learning to RF signal detection and classification; (5) experience with multiple software development languages (Python, C++, C#, etc.); (6) familiarity with laboratory prototyping of software and hardware modules, components, and systems. Major Duties
You will serve as Radio Frequency Engineer supporting the Intelligence Engineering Branch (DNA-42) at Naval Surface Warfare Center Dahlgren Division Damn Neck Activity (NSWCDD DNA).
You will provide electronics engineering and radio frequency engineering support to the intelligence program.
You will perform advanced systems engineering activities on signals intelligence (SIGINT) and electronic warfare (EW) programs involving fully integrated tactical systems for military intelligence programs.
You will provide advanced technical support for the design and development of computer based and embedded systems, such as firmware development, embedded system design, application software development, circuit board design, and cyber engineering.
You will provide technical leadership for systems development and engineering activities and support continuous improvement of the organization's system development processes.
You will work closely with contractors on technical issues, to include defining technical requirements, monitoring technical performance, and ensuring the delivery of critical capabilities to keep programs on schedule.

Education
Applicants must meet the following positive education requirement of the Office of Personnel Management (OPM) Qualifications Standards Manual: 0801/0854/0855: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR, Combination of education and experience. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Evidence of having successfully passed the Fundamentals of Engineering examination; 3) Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program; or 4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OPM stipulates there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of ND-04 pay band encompasses positions equivalent to the GS-12 and GS-13.
