About This Position

As an Ecosystem Restoration Program Specialist, you will provide program support for Gulf Coast Ecosystem Restoration Council (GCERC) restoration activities, including knowledge and application of best available science, technical and policy analysis, and technical assistance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience supporting the oversight and implementation of coastal protection and/or restoration projects, including monitoring recipient performance utilizing knowledge of grant administration regulations, policies and procedures AND Providing technical assistance, and ensuring compliance with applicable laws, regulations, and program requirements, including providing guidance or training materials, and developing technical or scientific content to communicate program results to diverse audiences AND Conducting data analysis with the goal of assessing large-scale coastal protection and restoration to ensure consistency with laws and best available science.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major Duties

As an Ecosystem Restoration Program Specialist, you will: Apply specialized training and experience in the assessment of large-scale coastal protection and/or restoration, and economic proposals and applications within the coastal region of the Gulf of America to ensure consistency with the RESTORE Act, GCERC Comprehensive Plan, and other funding authorization, best available science, and environmental regulations. Provide technical oversight of a significant workload of mission-supporting coastal protection and/or restoration, and economic work by grant recipients/subrecipients, and monitoring project performance, including conducting site visits. Apply knowledge of restoration and/or habitat protection methodologies consistent with the terms of the RESTORE Act, including associated environmental compliance and regulatory requirements applicable to wetlands, barrier islands, living shorelines, hydrologic reconnection, shellfish restoration and other projects and programs with a focus on the coastal region of the Gulf of America.

Support implementation of a non-research (scientific, engineering computing, economic, statistical, or social science-related) program of considerable scope and complexity. Assists in implementing program work following general guidance on policy and resources planning; produces reports or publications that will address or answer important questions in the field.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
