About This Position
This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority.
This position is being recruited based on the Title 21 Pay Table 2, Band D (equivalent GS-14).
Qualifications
In order to qualify for the Economist position which falls under the 0110 occupational Series, you must meet the following requirements by 11:59 pm EST on 06/02/2026: Basic Qualification Requirements: Applicants must meet the following requirements: Education: A bachelor's degree or higher in economics, accounting, finance, business, mathematics, or in a field related to quantitative analysis. The degree must be from an accredited program or institution.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS OUTLINED ABOVE, APPLICANTS MUST ALSO MEET ONE OF THE FOLLOWING MINIMUM YEARS OF EXPERIENCE REQUIREMENTS. Have a bachelor's degree (transcript required) and also have 5 or more years of experience in research into economic phenomena, analysis of economic data, and the preparation of interpretive reports; advice and consultation on economic matters to governmental officials and private organizations or citizens; and the performance of other professional work in economics including supervision and the direction of economists engaged in the various economics programs of the Federal Government OR Have a master's degree (transcript required) and also have 4 or more years of experience in research into economic phenomena, analysis of economic data, and the preparation of interpretive reports; advice and consultation on economic matters to governmental officials and private organizations or citizens; and the performance of other professional work in economics including supervision and the direction of economists engaged in the various economics programs of the Federal Government OR Have a doctorate and/or J.D. degree (transcript required) and also have 2 or more years of experience in research into economic phenomena, analysis of economic data, and the preparation of interpretive reports; advice and consultation on economic matters to governmental officials and private organizations or citizens; and the performance of other professional work in economics including supervision and the direction of economists engaged in the various economics programs of the Federal Government OR Have MD/DO/DDS/DPM/DVM (transcript required) and also have 2 or more years of experience in research into economic phenomena, analysis of economic data, and the preparation of interpretive reports; advice and consultation on economic matters to governmental officials and private organizations or citizens; and the performance of other professional work in economics including supervision and the direction of economists engaged in the various economics programs of the Federal Government.

Major Duties
Conducts independent quantitative economic and public health studies of FDA-regulated products and industries as a basis for forecasting trends, identifying public health needs and impacts, and addressing major problems affecting the Agency.
Provides economic and public health consultation to FDA leadership and decision makers.
Determines data requirements and devises methods for collecting, analyzing, and reporting data; reviews scientific and economic literature for methods and content relevant to the Agency's mission and public health goals.
Provides consulting services and advice on economic, quantitative public health, and other analytic issues to FDA centers, the Office of the Commissioner, and other FDA collaborators as they develop regulatory plans and policy decisions.
Develops flexible policy options to address the concerns of those most affected by the Agency's regulations and policies, drawing on program and policy analyses across regulatory and public health dimensions.
Conducts Regulatory Impact Analyses using Cost-Benefit analysis tools and approaches to inform FDA rulemaking and regulatory actions.
Education

Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
