As an Economist, you will conduct complex economic research, apply such research to complex problems, develop analytical techniques for economic studies, and conduct special analyses of major economic issues.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/20/2026. This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S.

Citizenship and Immigration Services, has a critical hiring need. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) Degree: Economics, that included at least 21 semester hours in Economics and 3 semester hours in Statistics, Accounting, or Calculus.

OR

Combination of education and experience: Courses equivalent to a major in Economics, as shown in above, plus appropriate experience or additional education. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Conducting studies or segments of projects which require application of basic economic principles, techniques, analytical methods, and data collection. Drafting regulatory impact analyses, reports and studies to be used as part of the federal rule making process. Communicating technical information and/or results to non-technical audiences.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Independently conducting studies or segments of projects which require application of basic economic principles, techniques, analytical methods, and data collection. Drafting regulatory impact analyses, reports and studies to be used as part of the federal rule making process. Organizing and managing data gained from quantitative analysis by developing cost models and other presentation style techniques that are to be used by leadership in the decision making process.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Applying economic principles and analytical methods simultaneously in multiple research projects pertaining to immigration matters. Leading, conducting and drafting regulatory impact analyses, reports and studies related to the immigration process that are to be used as part of the federal rule making process. Making immigration policy recommendations based on economic theories, research and studies.

Presenting technical results of analysis during briefings to senior executives. Major Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.

Prepare economic assessments and evaluations of immigration policy and USCIS regulations under the direction of the Chief Regulatory Economist.

Conduct extensive immigration and policy oriented research.

Plan and carry out projects for collecting detailed economic data.

Design quantitative models and qualitative evaluations, and other analytical techniques to assess complex data sets.

Execute and prepare regulatory evaluations and economic impact assessments under the requirements of various Executive Orders and laws that govern federal rule-making, such as Exec. Orders 12866, Exec. Order 13563, and the Regulatory Flexibility Act.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S.

Federal or Military employee serving overseas. Probationary Period: You may be required to serve a probationary period of 1 year.

EDUCATIONAL SUBSTITUTION: There is no educational substitution at these grade levels. Basic Education or Experience Requirement: This position has a basic requirement that can be met by either education or experience.
