About This Position

This position is an Merit Title 5 Excepted Service Non-Uniformed Personnel position, following the Minnesota National Guard Merit Placement plan. AGENCY: Minnesota Air and Army National Guard LOCATION: CAMP RIPLEY SELECTION OFFICAL: MRS. MANDIE MCGINNIS, 320.616.3014 This is an Excepted Service position in the Minnesota National Guard. Membership in the National Guard is not required for employment. Competitive service employees may apply however will be converted to Excepted service if hired.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. GS-11 - 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training determining the suitability and usefulness of storage facilities. Experience advising, resolving problems and planning for anticipated changes. Experience determining objectives and setting priorities. Experience preparing and installing simplified methods and new or revised procedures in a distribution or storage facility. Experience analyzing surveys and providing technical assistance in determining the use of storage areas and the allocation of storage space.

Major Duties

Major Duties: This is not an all-inclusive list A DISTRIBUTION FACILITIES SPECIALIST (T5), GS-2030-11, Serves as Commodity Manager for all pharmaceuticals overseeing an average of 325,000 transactions a year. Responsibilities include drug determination requirements and control of inventoried assets; classification of excess inventory; assurance requirements and accuracy of supply files and records, maintaining consumption / destruction reports. Works with management to develop policy & procedure concerning pharmaceuticals and associated materials and ensures that they are implemented. Conducts logistical studies used to ensure operations are proceeding in an effective & economical manner. Responsible for supply forecasting based on fluctuating needs, specialized technology, advances in patient care procedures, and new training missions. Ensures that physical inventory of all items in the stock record account system are conducted as required; produces documents reflecting adjustments to inventories; investigates procedural steps within transactions when documentation is unacceptable and applies corrective measures. Detects improper actions and takes measures to correct deficiencies, prior to signatory approval of changes to the records associated with the stock record account. (45%) Conducts in-depth analysis of inter-related medical logistical requirements based on a variety of medical missions for the purpose of planning, budgeting, and evaluating acquisitions. Manages specialized pharmaceutical procurement, storage, inventory, accountability, distribution, and related activities. Utilizes a unique automated supply system developed for the MN Class VIII Warehouse, Prime Vendor programs, Federal Supply Systems, and other un-established vendors to purchase requested formulary and non-formulary drugs. Develops and manages local & national standard operating procedures. Analyzes inventory management reports in conjunction with an automated inventory management system to maintain current inventory data. Oversees the management and distribution of all pharmaceutical supplies and materials; monitoring expirations, critical supply levels, inventories, and records. Monitors and actions quality control messages and drug recalls. Provides guidance and evaluates work involving new, complex, or unusual situations when making emergent procurement decisions. Monitors utilization and consumption rates; identifies trends, reduces loss in logistics pipeline. Oversees cold chain management functions. Conducts cost benefit analyses on logistic operations, develops recommendations to ensure fiscally responsible pharmaceuticals procurement. Provides logistical support during domestic operations as the liaison between all 54 states and territories, to include the CSTs, in their pharmaceutical requirements. (40%) Coordinates work through subordinate employees engaged in activities including acquisition, receipt, storage, issue, warehousing and surveillance/inspection of pharmaceuticals to include controlled substance management & temperature sensitive materials (Cold Chain Management). Works in concert with management to plan and revise work schedules and assignments to ensure an even distribution of work and associated priorities. Ensures that schedules, deadlines, and changes in workload are met. Assigns responsibilities to subordinates based on capabilities,reviews the work and provides guidance and assistance on technical and administrative matters. Orients new subordinates and ensures necessary training needs are filled. Receives employee complaints and formal grievances attempting to solve issues at the first supervisory level. Refers group grievances and more serious unresolved complaints to a higher level supervisor/ manager. Keeps employees informed of management goals & objectives and communicates employee concerns to higher level supervisors. Ensures the operation of an effective system of internal control by periodically reviewing internal control measures, initiating revisions and applying corrective measures. (15%). Performs other duties as assigned.

The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. This does not apply to Temporary Technicians or Temporary Employees Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency. Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency.
