About This Position

The Office of Accountability (OOA)/Independent Accountability Mechanism (IAM) is tasked with independently responding to community concerns related to DFC-sponsored projects. The Director, Office of Accountability evaluates and reports to the U.S. International Development Finance Corporation's Board of Directors and to Congress regarding compliance with environmental, social, labor, human rights, and transparency standards, consistent with Corporation statutory mandates.

Qualifications

The Director, Office of Accountability will be a person of integrity and credibility, strong interpersonal skills, empathy, sound judgment, and a proven record of respected international leadership. The Director will possess highly developed diplomatic, negotiating, and communication skills. The Director will have significant experience in institutional oversight, recourse and accountability functions, including grievance mechanisms, applying the multidisciplinary principles and practices of environmental and social impact assessment, safeguard policies and best practices of international financial institutions, compliance review and assurance, and mediation.

The Director will also have experience in developing countries and/or emerging markets.

Major Duties

Receiving and evaluating compliance issues emerging from DFC projects, helping resolve issues raised by complainants about the environmental, social, worker rights and human rights impacts of DFC-supported projects, and helping reach resolutions that meet the interests of all parties. Independently reviewing and reporting on DFC's compliance with its environmental, social, and worker and human rights policies where a complainant has alleged non-compliance, as well as providing recommendations to DFC senior management. Maximizing transparency and information disclosure of the compliance review process.

Establishing and maintaining the process and procedures of the Office of Accountability (OOA)/Independent Accountability Mechanism (IAM), which are subject to public consultation and require approval by the Board. How You Will Be Evaluated

A preliminary review will be made by Human Resources. Candidates will then be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. Final selection will require approval by DFC's Board of Directors.

The Director of Accountability will be barred from seeking employment for other positions at DFC for a period of five years.
