About This Position

The Senate Sergeant at Arms is seeking a Director Enterprise Applications and Development.

Qualifications

Other Duties/ Responsibilities Participates in projects as assigned to support the evolving needs of the department and organization. Stays informed of industry trends and advancements in software development (including QA), leadership and agile methodology and financial planning to continuously improve processes and practices. Required Work Experience Eight to ten years of relevant professional experience in IT software development, management of COTS applications, Agile methodology.

Ability to collaborate effectively with cross-functional teams and stakeholders. Demonstrated ability to drive results and deliver projects on time and within budget. Demonstrated ability to inspire, motivate, and lead teams towards achieving common goals.

Strong analytical and problem-solving skills to address complex technical challenges and business requirements. Excellent verbal and written communication skills, with the ability to effectively convey technical concepts to non-technical stakeholders.

Desired Qualifications Experience leading enterprise application development and modernization initiatives in large, complex organizations. Strong knowledge of software engineering practices, enterprise architecture, Agile methodologies, and modern application delivery models.

Experience implementing and supporting enterprise COTS platforms and custom-developed applications. Experience leading cross-functional teams and collaborating with stakeholders across business and technology organizations. Ability to manage multiple priorities and balance strategic planning with operational delivery.

Strong written and verbal communication skills, including the ability to communicate effectively with technical and non-technical audiences. Experience fostering innovation, continuous improvement, and customer-focused delivery practices. Knowledge of emerging technologies, including AI-enabled development tools, low-code platforms, and cloud-based application strategies.

Experience developing and mentoring technical leaders and high-performing teams. Working Conditions This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during a lapse, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption.

In the context of government furloughs, this position is considered excepted. Sedentary with no exceptional working conditions. Security Clearance This position requires that the applicant obtain and maintain a Secret U.S.

Government security clearance.

Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Major Duties

Provides leadership and guidance to the software development team, to ensure team success. Oversees the development of custom software solutions, from initial concept to deployment, ensuring adherence to project timelines, budget, and quality standards. Manages the evaluation, selection, and implementation of third-party COTS packages to meet business needs.

Establishes and enforces product owner processes and standards to ensure all solutions meet customer expectations. Establishes and enforces quality assurance processes and standards to ensure the delivery of reliable, scalable, and secure software solutions. Other duties, as assigned.

Education

Bachelor’s degree.
