Qualifications

MANDATORY TECHNICAL REQUIREMENT (TR): TR: Demonstrated experience leading federal or corporate programs that assess and/or respond to threats that impact the safety and security of an agency or corporation. EXECUTIVE LEADERSHIP DIMENSIONS (ELDs) ELD 1: Commitment to the Rule of Law and the Principles of the American Founding - This ELD requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. Note: Applicants who are current members of the FAA Executive System (FAAES), Career Senior Executive Service (SES), individuals certified through successful completion of an OPM-approved SES Candidate Development Program (SESCDP), or those with Career SES reinstatement eligibility are not required to address the Executive Leadership Dimensions (ELDs). Such applicants must provide documentation verifying eligibility for noncompetitive appointment to the FAAES (e.g., SF-50, or certification from OPM's SES Qualifications Review Board (QRB).
Major Duties
The Deputy Associate Administrator for Security and Intelligence implements and maintains FAA programs that support national security, aviation safety, and the NAS. The Deputy Associate Administrator provides executive leadership, strategic direction, and operational oversight for the planning, coordination, and execution of national security policies, programs, and initiatives involving internal and physical security, intelligence operations, investigations, threat reporting, law enforcement engagement for manned and unmanned systems, and emergency preparedness and response. The Director oversees approximately 500 personnel, including six (6) direct-report executives, and manages a budget of approximately $142 million.
Principal Responsibilities Directs program activities required to develop, implement, and execute cohesive policies, directives, and operational strategies that support the FAA's responsibilities for internal security, national security, manned and unmanned aviation security, law enforcement engagement, agency emergency and crisis response, threat analysis, intelligence operations, and regulatory and misconduct investigations. Advises senior FAA leadership, including the Administrator and Deputy Administrator, on the full spectrum of security policies, operational issues, emerging threats, and national security initiatives. Represents the organization and the FAA, as delegated before Congress, interagency working groups, executive-level forums, and federal, state, local, tribal, and territorial partners to provide testimony, strategic briefings, issue papers, and program updates on matters related to aviation security, emergency response, investigations, intelligence operations, law enforcement coordination, and security policy.
Assists the Associate Administrator in establishing and implementing agency-wide policies, priorities, and strategy plans that guide subordinate organizations and operations nationwide. Evaluates organizational and program performance to ensure organizational objectives, mission requirements, and national security priorities are effectively achieved. Ensures that organizational policies, programs, and operations fully support national, homeland, and aviation security objectives while advancing aviation safety and operational continuity.
