About This Position

This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), with two vacancies in Silver Spring, MD; Boulder, CO; Seattle, WA; Miami, FL; Plainsboro, NJ; Norman, OK; and Ann Arbor, MI.

Qualifications

You MUST meet the following requirements: To qualify for the 1560 series: EDUCATION: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-3 or GS-11 level: SPECIALIZED EXPERIENCE:

In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Participating in data management and statistical analysis or modeling; Providing assistance in the development of code to include designing, writing and testing of software; and Serving as a researcher under general direction and guidance on project objectives, limits, work plans, and conclusions, assessing data accuracy and integrity.

SUBSTITUTION OF EDUCATION: Ph.D.

OR

equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of successfully completed graduate-level education and specialized experience may be used to meet the total experience requirements.

Note: Only graduate-level education in excess of the amount required for the next lower level may be combined with experience.

Major Duties

As a Data Scientist, you will perform the following duties: Participate as a weather and ocean subject matter expert to elaborate, track, and disseminate requirements for user needs, and research, observation, and service needs related to the development of new decision support products and services for decision makers. Support efforts across National Oceanic and Atmospheric Administration (NOAA) Line Offices, Laboratories, and Programs to improve operational service provision, research transition, and integration of weather and ocean data and information to support weather and ocean user decision making. Analyze complex weather and ocean datasets (e.g. geospatial, time series) to develop models, predictions, and insights in support of program and user needs using desktop based statistical software (e.g.

R, Python, ArcGIS Pro) and web-based platforms (e.g. Esri Notebooks, ArcGIS Online, Jupyter Notebooks, Google Earth Engine). Design and develop data management processes that use interoperable scientific data formats (e.g.

NetCDF) and commonly used data services (e.g. ERDDAP). Assist in efforts to develop engaging and intuitive visualizations of weather and ocean data and analyze using modern interactive and web-based approaches (e.g.

Leaflet, R Shiny, Plotly Dash, and other software). Conditions of Employment

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-3 is equivalent to the GS-11/12. . Key Requirements: Applicants must be U.S.

This position requires a Moderate Risk Security Clearance. Background investigation will be required.
