About This Position

The USPS OIG is seeking a highly qualified applicant to fill our Data Analytics Manager position within the Research and Insights Solution Center (RISC), Analytics Development and Delivery Directorate, located in Arlington VA. Bring your skills and voice to our team!

Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's Degree from an accredited college or university AND Must have experience as a manager/supervisor responsible for establishing work plans and/or directly supervising a staff of subordinates. AND At least 5 years of specialized experience in the research and development of complex data analytics projects and/or investigative analyses.

DESIRABLE QUALIFICATIONS Advanced Degree from an accredited college or university Professional Certification(s) in the areas of fraud and/or data analytics Knowledge of Postal Service operations EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

Expertise in applying Agile or other project management methodologies to plan, prioritize, and execute complex data analytics activities. Experience leading the development and deployment of analytics products and solutions applying data mining, data warehousing, database management, and data science principles. Demonstrated experience in managing multidisciplinary teams, with a focus on optimizing staff utilization, fostering professional growth, and resolving personnel issues.

Proven ability to diagnose complex technical or administrative challenges and implement scalable, resource-efficient solutions. Exceptional ability to synthesize complex data and information into clear oral, written, and visual narratives for senior management and diverse stakeholders.

Major Duties

The RISC Chief Data Office sits at the intersection of innovation and integrity. We empower auditors, agents, and stakeholders by transforming massive, disparate datasets into actionable intelligence. From generating investigative products to uncovering critical operational insights, our team uses advanced analytical methods to address the organization's toughest challenges. As a Data Analytics Manager, you will spearhead a high-impact technical team dedicated to supporting the oversight of the Postal Service.

You will lead the charge in using data and advanced analytics to uncover fraud, waste, and abuse by transforming complex operational and desperate data into actionable investigative and audit insights. By overseeing the development of sophisticated dashboards and models, you will empower, inform, and facilitate our oversight activities. We are looking for a leader who doesn't just oversee analytics activities but fosters a culture of innovation and cooperation across the agency.

Key Responsibilities: Strategic Leadership: Direct all activities for a specialized analytics team focused on detecting fraud, waste, and abuse within Postal Service operations. Technical Oversight: Manage the end-to-end creation of advanced analytical reports and interactive products using cutting-edge technology. Insight Delivery: Translate complex datasets and business processes into clear, visual narratives that drive results for investigative and audit teams.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $150,610.00 - $193,790.00. The salary figures include locality pay. Policy Expertise: Serve as the authoritative advisor on analytical concepts, interpreting complex policies and developing best practices for investigative and audit analysis.

Regulatory Insight: Provide expert assessment on the application of federal laws regarding the collection, evaluation, and dissemination of data and related insights. Advanced Analytics: Oversee the development of analytical models, reports, and tools designed to detect fraud and inefficiencies, identify trends, and isolate statistical outliers. Quality Control: Review all teamwork products to ensure the application of sound project management principles, technical accuracy, and strict adherence to agency procedures and program guidelines.
