About This Position
This position is located at the Youth Center, Ansbach, Germany. Child and Youth Services (CYS) Employee Childcare Fee applicable to employees working at least 15 hours per week: First Child: 100% childcare fee discount (all CYS employees) Second and Subsequent Child:25% childcare fee discount (all CYS employees) Incentives and Bonuses Incentives and bonuses will not be paid.
Qualifications

Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: Education: Bachelor's degree or advanced degree in child development, early childhood education, elementary or secondary education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position. For positions in Youth Facilities: The education must have been in youth development, youth administration, secondary education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science.
OR
one of the following: Combination of education and experience as stated below in Option 1 & 2: Option 1: A combination of education and experience. Education: 24 semester hours in the majors stated above or a related field (see above), plus appropriate experience. Experience: Candidate must also possess all of the following: 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child growth/youth development of which 6 months must be in a supervisory position. The McCormick Credential.
OR
Option 2: A combination of education and experience. Education: 24 semester hours in the majors stated above or a related field (see above), plus appropriate experience. Experience: Candidate must also possess all of the following: At least 12 months experience working in group programs with children/youth As well as demonstrated knowledge in theories and principals of child growth/youth development of which 12 months must be in a supervisory position.
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Knowledge & experience with Boys & Girls Clubs of America. Familiarity with Army and CYS policies and regulations, to include standard operating procedures (SOPs), fee policies and behavior management guidelines. Familiarity with Army inspection processes and requirements.
Experience with various supervisory administrative tasks to include: Using Child and Youth Management System (CYMS) or equivalent large-scale records and reporting system; Devising and implementing an employee schedule; Payroll processing to include entering and approving time in EPay or equivalent payroll database. This experience must be clearly listed on your resume to be considered for Highly Preferred status. Applicants meeting the highly preferred criteria position will be referred first to the Selecting Official.

Major Duties
Serves as a first level supervisor for assigned staff and assists the Director in the supervision of the day-to-day operation of the program/activity. The incumbent reports and works directly with the Director with minimum supervision.
Assists with providing program oversight and accountability for the performance of employees, the safety of children, and customer needs.
Supervises staff to include assigning work, conducting performance reviews, and approving leave. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance.
Ensures facility complies with health, fire, safety, USDA, and program regulatory guidance and standards. Observes program participants and identifies signs of illness, abuse or neglect, emotional distress, and follows mandated reporting protocols.
In conjunction with the Director ensures compliance with standards, criteria, and laws to obtain and retain DoD certification and national accreditation. Assists with taking action to implement recommendations or correct deficiencies.
Education
