Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this level. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes:(1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions;(2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are: Experience using a variety of correctional programs necessary to develop curriculum, materials, and training programs. Experience in formulating needs assessment, task analysis, course design specifications, development planning, curriculum management and project management. Experience in identifying flaws in program areas and recommending solutions to resolve issues through the development of curriculum. If applicable, credit will be given for paid and unpaid experience. Major Duties
Responsible for the identification of training needs and the development of training methodologies to meet those needs. Responsible for planning, developing, writing and revising lesson plans, visual aids, and pre/post exams. Works with management to develop Labor Management relations, leadership and executive courses for supervisors, managers, human resources, and executive staff. Designs and develops curriculum materials, program delivery and media support to provide the most effective instructional programs. Provides field support assistance and technical expertise to institution staff on implementation, delivery and evaluation of developed curricula that are delivered locally. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Additional Information
The representative rate for this position is $112,657 per annum ($53.98 per hour). Special Conditions of Employment Section: Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.
