About This Position
Serves as a Contract Specialist (Skill Level) in the Contracting Department of the Hale Koa Hotel. 2026 Cost of Living Allowance (COLA) for Honolulu, HI is 8.64%. Qualifications

A qualified candidate must possess the following: - Experience applying contracting principles, regulations, laws, and procedures needed to perform pre-award and post-award procurement for actions that are non-complex. - Experience managing the full source selection process. - Must have experience in technical writing pertaining to documents such as contracts, acquisition plans, source selection documentation, or other correspondence with stakeholders. - Experience applying contract administration principles and practices needed to monitor contractor performance, manage Contract Officer Representatives, or to solve problems related to matters such as contract modifications, disputes, payments, performance issues, or similar. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": - Possess a Bachelor's degree which includes a minimum of 24 semester hours of business courses, Certified Professional Contracts Manager, Defense Acquisition Workforce Improvement Act Professional Certification in contracting or other applicable professional certification.
Major Duties
The incumbent serves as a Contract Specialist within the U.S. Army Installation Management Command performing work for both pre-award and post-award functions under technical supervision of a leader or supervisor. Work is performed with assignments designed for advancement toward working more complex procurement actions. Upon meeting training and competency requirements, the incumbent will be non-competitively reassigned to Contract Specialist (Senior Level), PD #18907. Performs contracting and procurement functions regarding service, supply, and/or construction contracts. The incumbent is responsible for planning, developing and managing contractual actions for non-complex functional areas and/or for procurements that are recurring. Reviews requirement package for completeness, accuracy, and compliance with administrative, regulatory and procedural requirements. Analyzes requirements to determine appropriate method of procurement and type of contract most favorable to the NAFI. Works with customer to further develop acquisition plans, requirements, and evaluation criteria for source selection. Develops solicitation and contract in accordance with regulatory requirements and performs the full range of source selection applicable to each procurement. Performs contract administration functions for all assigned contracts. Makes determination or recommendations on payment terms, control of Government furnished property, change orders, contractor claims, excusable delays and mutual mistakes. With guidance, performs all contract termination functions to include assigning settlement agreements. Monitors contractor performance to ensure full compliance with contract terms, conditions, and specifications. May assign and work with COR monitoring performance. Performs job-site visits as necessary to conduct special compliance checks. Performs contract closeout upon completion. Ensures that all memorandums and other pertinent procurement documents are prepared adequately and accurately in accordance with policy and regulation. Keeps the Chief or team leader current with up-to-date status of actions and provides information for various management information reports and input for the Strategic Plan. Uses automated acquisition systems, Microsoft Windows, Word, Excel, Outlook, and other software as required. Provides customers and contractors with special instructions on procurement issues and responds to questions on routine contracting matters. Monitors work in progress as appropriate to assess quality and quantity according to standards established by the Branch or Division Chief. Maintains effective and supportive relationships and takes initiative to resolve areas of disagreement. Handles difficult situations with tact and diplomacy. The incumbent may serve as a warranted Contracting Officer within prescribed limits. May perform the duties of Team Leader as required. Assists other division members as needed and works on developmental assignments for more complex contract actions or special projects.
