Major Duties
The United States Space Force (USSF) in Chantilly, VA is searching for a Civilian Personnel Liaison Specialist, SBST at JB Anacostia-Bolling (NH-0301-03, GS-12/13 Equivalent). Description: Step into a dynamic role where your Human Resources expertise will directly enable the U.S. Space Force to build and sustain its world-class acquisition workforce. As the directorate's primary HR consultant, you will guide and support managers and employees through the full spectrum of civilian personnel matters.
Your daily mission will involve everything from developing innovative recruitment strategies for unique technical talent to managing the performance appraisal program, processing personnel actions, and providing data-driven advice to senior leaders on organizational structure and manning. Ideal Candidate: The ideal candidate is an innovative self-starter and a U.S. citizen eligible for a Top Secret/SCI clearance.
They are a functional/technical expert in federal civilian personnel management, with deep knowledge of Human Resources processes, procedures, and systems. They possess a strong background in providing consultative support to senior leadership on manning, recruitment strategies for technical talent, position management, and performance management. This individual excels at analyzing complex HR issues, developing solutions, and has exceptional communication and interpersonal skills to effectively guide managers, liaise with enterprise-level HR partners (like AFPC), and manage the full spectrum of civilian personnel programs.
Knowledge, Skills & Abilities: Knowledge of processes and procedures related to Human Resources and federal civilian personnel management. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.

Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies as related to the series and grade of the position being filled.
