About This Position

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. NEW MEXICO AIR NATIONAL GUARD (YOU MUST BE A PERMANENT PRESENTLY EMPLOYED EXCEPTED FEDERAL TECHNICIAN IN THE NEW MEXICO AIR NATIONAL GUARD TO BE ELIGIBLE FOR THIS POSITION) This National Guard position is for a CIVIL ENGINEER, Position Description Number T5904700 and is part of the NM 150th SOW Red Horse Squadron, National Guard.

Qualifications

SPECIALIZED EXPERIENCE: Must have 1-year equivalent to at least next lower grade level experience, education, or training for management, supervision, or performance of (1) planning, designing, construction, and/or maintaining structures and facilities; and (2) investigating, measuring, surveying, and mapping the earth's physical features.

Major Duties

This position is located in an Air National Guard Wing, in the Civil EngineeringSquadron.Purpose: The purpose of this position is to provide ANG Base Architect/Engineer and, as such,plans, directs, supervises and develops all architect/engineering and personnel managementactivities in the broad areas outlined below regardless of source of funds or methods ofaccomplishment. Manages all Air Force real property, utilities, and custodial, sanitation, andentomological services. Plans, organizes, and oversees the activities of the (name of the organization).

Develops goalsand objectives that integrate organization and (insert functional area) objectives. Establishes,revises, or reviews policies, procedures, mission objectives, and organization design for the staff,as necessary to eliminate work problems or barriers to mission accomplishment, promote teambuilding, implement quality improvements, or in response to concerns with regulatorycompliance and/or customer requirements. Plans work for accomplishment by subordinate units,sets and adjusts short-term priorities, and prepares schedules based on consideration of difficultyof requirements and assignments such that the experience, training, and abilities of the staff areeffectively utilized to meet organization and customer needs.

Provides subordinate supervisorsand staff with direction and advice regarding policies, procedures, and guidelines. Reviews andstructures organization to optimize use of resources and maximize efficiency and effectiveness ofthe organization. Exercises supervisory personnel management responsibilities.

Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, anddirectives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions takinginto consideration skills and qualifications, and mission requirements.

Ensures reasonable equityamong units of performance standards developed, modified, and/or interpreted and ratingtechniques developed by subordinate supervisors. Explains performance expectations tosubordinate supervisors and employees directly supervised and provides regular feedback onstrengths and weaknesses. Plans and organizes facility planning and public works architect and engineering activities and ANG Base-wide responses to natural disasters, terrorist attacks and fire response services in accordance with USAF directed concept of operations.

Plans and directs the major functional areas such as readiness (wing-wide response to natural disasters, major civil and military aviation accidents, attacks, and terrorism responses; wing-wide nuclear, biological and chemical defense preparation), plant facilities, engineering, long range facilities program development, engineeringand construction, operations and maintenance, fire protection engineering, environmentalengineering and fire department first responses to fires and hazardous chemical incidents.Provides the ANG Base with the following: (a) designs for ANG Base-accomplished work(contract or In-house); (b) project development plans and specifications for contract work; (c)engineering and planning incident to master planning, development of military construction programs, including preliminary design, and the preparation of maintenance, repair, and minor construction fund programs; (d) fire protection and prevention program; and (e) expertise on environmental protection requirements, reports, and written assessments. Plans, organizes, and directs the development and implementation of policies and procedures to secure maximum efficiency and economy in total operations, sound organizational structure,and maximum utilization of skills within legal, regulatory and professional engineering requirements established by ANG Base regulations, building, life safety and environmental codes,higher echelon, and funds limitations. Establishes technical engineering and architectural, processes, criteria and functions.

Prepares or directs the preparation of engineering and architectural drawings, specifications and cost estimates for the construction, modification and maintenance of a wide variety of military buildings, structures, pavements, grounds and utilities systems. Assures uniform application of guiding principles contained in published regulations, directives, and policies, and recognized professional engineering practices in the fields of civil, structural, mechanical, heating, refrigeration, air conditioning, sanitation, water supply, sewage treatment, paving, liquid fuels storage and dispensing, fire prevention, agronomy and entomology, environmental protection, and energy conservation. Performs other duties as assigned.

Education

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. "Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program.

"Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination." You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
