Qualifications

Minimum Qualifications (1) A Bachelor's degree in child development, early childhood education, family and consumer science (early childhood emphasis), elementary education, special education, or other degree appropriate to the position filled from an accredited college AND 3 years of full time experience working with children and/or youth. OR (2) A combination of education (at least 24 semester hours) and experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth. Satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide child care services. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driverΒΏs license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.

Major Duties

NON APPROPRIATED FUNDS POSITION DESCRIPTION JOB TITLE: Child Development Center Director JOB SERIES: 1701 PAY GRADE: NF-04 Introduction The purpose of the Child and Youth Programs (CYP) Child Development Center (CDC) Director position is to administer and supervise the overall operation of the designated CDC. Applies professional knowledge of child development principles to supervise facility based programming of quality, affordable, safe, healthy and developmentally appropriate childcare and preschool services for children of active duty Marines and Department of Defense (DoD) civilian personnel. A variety of services are provided in accordance with demand and availability to include full-time child development programs for children ages 6 weeks through 6 years old, emergency care, developmental assessments, and extensive staff training and parent education programs. Major Duties and Responsibilities The CDC Director is responsible for the administration of the facility to include implementation of developmentally appropriate programs, budgeting and financial management, personnel management, program operations, and compliance, among other tasks. These tasks are summarized below. Program Management Applies professional knowledge of child development principles to supervise the CDC's developmental programming. Ensures implementation of a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children. Provides program oversight and accountability for the performance of employees and the safety of children in accordance with DoD, United States Marine Corps (USMC), and local policies and standards. Provides oversight for implementation of a daily schedule of planned activities that stimulates physical, emotional, social and cognitive growth of children. May provide escort service to children who attend half-day preschool, and are transported to and from the CDC to DoD elementary schools. Recommends modification of higher-level program goals and interprets and applies child development philosophy/principles and USMC policies based on patron needs and program evaluation and assessment. Ensures the development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation. Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel. This may include hours of operation and programming needs of the military community. Provides oversight for services that may include: part day preschool programming for selected days of the week, evening child care for selected days, occasional hourly and supplemental child care. Participates in the CYP Inclusion Action Team meetings as required. Coordinates staff training that includes reference to food and environmental allergies or physical disabilities, and policies and procedures on special needs accommodations. Maintains supporting documentation on special needs and ensures proper attention is provided for each child. Ensures maintenance of appropriate standards for facility condition, safety and sanitation. Submits work requests to maintenance as required. Recommends purchase of equipment and supplies to adequately maintain the facility and associated childcare programming. Ensures required inspections are conducted by health, safety and fire officials. Monitors cleanliness, sanitation, health, fire and safety standards in the designated facilities, play areas, playgrounds and surrounding areas of responsibility. Ensures completion of a daily inspection checklist. Follows up on corrective action for identified deficiencies and prepares and forwards applicable responses and reports. Maintains liaison with local institutions and community organizations to stay abreast of trends and changes in the community. Interacts professionally with employees, parents, volunteers and local installation command personnel. Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees. Budgeting and Financial Management Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting, and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Adheres to authorized methods of acquisition.
