About This Position

The FCC Media Bureau (MB) plays a key role in promoting innovation in the media marketplace as it develops and administers policy and licensing programs relating to the media industry, including broadcast and cable television and radio. The Chief is responsible for overseeing the mission and staff of MB, including policy and licensing programs relating to the media industry, as well as post-licensing matters for satellite services and public reports on data collected from the media industry.

ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

MANDATORY TECHNICAL COMPETENCIES: All candidates must clearly demonstrate the ability to meet the Mandatory Technical Qualifications within their two (2) page resume (any experience exceeding 2 pages will not be reviewed). MTQ 1- Demonstrated expert knowledge of federal communications and media law, including the Communications Act of 1934, as amended, and the regulatory frameworks governing broadcast, cable, satellite, and emerging media services; and demonstrated ability to interpret and apply complex statutes, Commission rules, and judicial precedent to develop and implement legally sound, policy-driven regulatory actions. MTQ 2 - Demonstrated executive-level experience leading complex regulatory programs within a federal agency or comparable organization, including oversight of legal, policy, and operational functions related to media or telecommunications.

MTQ 3 - Demonstrated experience in directing multidisciplinary teams, managing significant resources; establishing strategic priorities, advising senior leadership; and coordinating with internal and external stakeholders (e.g., Congress, industry, public interest groups and other government entities) to implement media-related policies and ensure effective development of programs and services.

Major Duties

The Media Bureau Chief performs the following functions: Directs and administers Media Bureau programs and activities involving the regulation of broadcast, cable, satellite, and emerging media services, ensuring alignment with applicable statues, Commission policies, and Administration priorities. Provides authoritative legal and policy advice to the Chairman, Commissioners, and senior agency officials on complex media-related communications law matters, including statutory interpretation, administrative law and constitutional considerations. Oversees the development, clearance, and issuance of Commission-level items, including Notices of Proposed Rulemaking, Reports and Orders, and Public Notices, ensuring legal sufficiency and policy consistency.

Exercises final authority over Bureau adjudicatory licensing actions, including review and disposition of applications, transactions, petitions, and complaints within the delegated authority. Leads policy development and regulatory initiatives addressing evolving media technologies, industry trends, and market conditions to promote competition, innovation, and public interest outcomes. Represents the Commission in interactions with Congress, federal agencies, industry stakeholder and public interest organizations on media-related regulatory and legislative matters.

Establishes strategic goals, priorities, and performance measures for the Bureau; monitors progress and implements correction actions to ensure mission accomplishment. Plans, directs, and evaluates the work of a multidisciplinary staff; establishes performance expectations; and ensures effective utilization of human capital resources.

Conditions of Employment

This position has been designated as a Testing Designated Position in accordance with the Commission's Drug-Free Workplace Plan. If selected for the position, you will be subject to drug testing prior to employment and periodic random testing after entering on duty.

Applicants must possess a law degree (J.D., or LL.B) from a law school accredited by the American Bar Association and be a member of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction.
