Qualifications

This is a Direct Hire Authority (DHA) announcement Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: Equivalent to the GS-11 reflecting experience in analyzing, formulating, and executing complex, operating budgets. This includes monitoring financial obligations and expenditures, analyzing cost performance, and certifying funds availability to ensure accurate and efficient resource utilization.

Major Duties

Facilitates and coordinates the preparation and processing of civil works budget activities for Operations Division relating to income projections.

Departmental overhead budgeting and execution, workload/staffing, organization, management and reporting, and other activities as assigned for Operations and Maintenance direct and Revolving Fund Appropriations.

Oversees preparation, updating and monitoring of the O and M, and Operating Budgets, with specific attention to the Facility Account Budgets and Shop and Yard (Depot) Budget.

Oversees preparation and updating of all labor Purchase Request and Commitment (PR and C's) for Operations Division.

District office labor as well as some for the supporting elements that use O and M funds and for processing all incoming customer orders for OP.

Ensures that appropriate guidance is provided to Operations Division managers on administration of training and timekeeping.

Assists in analyzing the O and M civil works workload and prepares estimates of manpower requirements for the SAS Operations Division Chief.

Serves as Team leader of Management Support Team personnel.
